In a week time, the confederation formed by the Anarian peacekeepers will get its second leader. The Av Kullas have impressed the mainlanders so much that once again a family member has been apppointed to the position. But what do we actually know about Anna av Kulla? She has been as good as invisible since she was declared regent of the confederation. Which makes her the complete opposite of her father Karl and half brother Thomas, who were tragically killed 9 months ago. She has gathered an executive council around her, which actually has managed to get rid of some of the occupational forces.

So, no matter how illegitimate her claim to the leadership of our nation is, we should give her the opportunity to make something from this situation. Because the reality is that before the intervention by the Anarian forces, we weren't very good at conflict management. For the first time since 7552, the amount of casualties in internal conflicts has dropped significantly, especially among civilians. By wiping out our internal borders and creating this monster called Vittmark, many of our conflicts have lost their basis. Maybe we can take the time to create some lasting solutions around the negotiation table. If it takes a green adolescent to run this operation, then the possible outcome might be worth the risk. We can always get back to our old habits.

We don't have to explain that the Ådahl clan has dictated the fulmination published as editorial a few days ago in ÅNT. An editorial that shows the superiority feeling of the Ådalians within the Vittmark Federation, finishing it off with a pure threat.

For those of you who don't read ÅNT (which fortunately still is a considerable amount of reasonable, majority people), we can summarize it in one sentence: "we will tolerate Anna av Kulla for the time being, but when push comes to shove we will fall back to our old ways of getting what we want by military force."

The governments of Liden, Miwö and Staden Skara have shown a quick response to the provisional Federal Council, which is headed by Anna av Kulla. More peacekeeping forces are being made available to federal command, to be stationed in the Ådalian countryside. Since Ådalen mainly was engaged in violent incidents outside its own borders, there haven't been many Anarian peacekeeping on their territory.

There's a huge responsibility resting on the shoulders of these 18 year old volunteers, that will be stationed in small groups on Ådalian territory. They will be watched, provoked and probably getting ostricized as well. The federal government is taking a risk, but a necessairy one. They'll have to prove Ådalen has a similar status as the other five member states. It will be a grand success, or a giant failure, the middle way has been made impossible by the Ådahl family. So the faith of a young nation is not really in the hands of the younbg woman who will be leading it as a monarch from tomorrow on, but on a 35-year old usurper to the throne called Göran Ådahl. May Vind have mercy on our souls.

Federal budget open for debate
Last week, the provisional federal government (formed by her Majesty's counsellors) presented the budget for the second half of 7567 and the whole of 7568. It seems that getting the required funding in will be a tough challenge for the new monarch.

Just 9,63% of the budget can be imposed on the provinces and two of the three city states. The rest will have to be collected with consent of the individual leaders and governments of the member states.

Liden stands for almost 40% of the budget. They have already presented a long list with demands, most of them regarding spending the 40% within Liden's borders, most of it in infrastructure and education. If Liden will back the budget, Miwö and Skara will follow as well, binging the total to 65%.

But Liden will never support the budget before Ådalen does, which stands for 8,33%. Göran Ådahl has not shown any interest in even taking up a discussion with the federal government. In a statement made yesterday evening on a regional radio station, he stated that the federal budget was of no concern to Ådalen.

Queen Anna is now facing a dilemma, will she try to get the support from Liden in order to get two thirds of the budget secured, or will she force Ådalen to come up with their share. Political analist Halmar Dagskiöld is very pessimistic about the latter: "The federal government has no ways to put pressure on Ådalen. If Ådahl is refusing to discuss the issue, then there will be no means of persuasion for her Majesty. She can't send in federal forces, because they will be seen as Liden's military. She can't ask the foreign peacekeepers, since this is way outside their mission tasks."

Getting support from Liden will be difficult as well. Herr Magnus has already indicated that he's not going to come up with nearly 40% if the others are not paying their share. Queen Anne's strategy to formulate a budget and negotiate about the distribution of its spending is backfiring seriously.

Rumble in the south

The severity of the verbal conflict between separate stifts hasn't yet been recognized by most people north of the Blue Mountains. It hasn't made headline news, since the absence of Queen Anna is a bigger domestic issue, as is the effect of the attack on the Anführer in Helreich in the foreign news department. But Queen Anna's retreat plays an important role here. In this editorial we have pieced together some details of the current events, which paint a dark picture. But first a historical perspective.

Land based organisation
The inclusion of two non-territorial stifts into the federative state has some unforeseen consequences. Since the days of the Greater Stoldavic Empire, the territorial dimension of Orkanan has played a dominant role in the region. In a society dominated by agriculture, forestry and later also mining, landlords play an important role. Most of the land is collectively owned by stims, extended families that work the land as a large and coherent group, basicly in the same social structure since the dawn of Orkanan. Stims gather in stifts, stifts into härads, härads into nations. This bottom-up process is a keystone in Orkanan society in this region.

During the Greater Stoldavic Empire, many of the titles became hereditary by character. It was one of the bases of the successfull conquest by the empire of vast tracts of land. Loyalty and dedication were rewarded, building a top-down structure of government. When the empire collapsed, local lords tried to stay in power using the same techniques. Some of them were successfull and managed to build up viable kingdoms. This way, the region became subject to what basicly was a feudal system, where differences in opinion were battled out by armed forces and then settled by swapping territorial claims.

This historical sidetrack shows that the inclusion in a land owning stim still is commonplace. It benefits the current leadership, which get its legitimation from the stifts and härads. They also were the big winners during the consecutive wars and armed conflicts that have characterized the region over the last half decade. Soldiers died in battle, but its leadership remained in place.

Two important changes
That changed when foreign forces started meddling, trying to create a secure access to raw materials like coal, iron and copper. Very often, these foreign operators are labeled as occupational forces. They are however not interested in conquest, they are only interested in stability, so that the raw materials become available for export.

Cooperating Anarian nations forced upon a solution to the ongoing crises, a federative state with a rather neutral head of state. This is where Queen Anna comes into the picture. Her image as weak monarch against her own will is incorrect, as we now see. She has chosen a personal retreat in some of the most outstanding Orkanan facilities in her home region of Kulla. But while she is away, the anti-federal forces gather strength and push through some policies that are benificial to their own causes. This shows that Queen Anna actually is holding together the federative state of Vittmark.

Another change in society has been ongoing for a longer period of time. Industrialisation and mechanisation leads to a decreasing importance of land as a basis for social and government structures. Large amounts of people living in urban areas are only connected to a stim by tradition, but it has no longer any every day value for them. In the region south of the Blue Mountains, this development has been led even further. Large parts belonged to Mörenburg up until the end of the Pan Anarian War. They had an interest in dismantling the northern Orkanan social structures, creating a working class of people without much influence. The governors that were appointed to oversee the region all came from north of the mountains, trying to build up traditional structures that fitted their overlords. But with over half the people no longer attached to a stim, the road was wide open for new influences. Häverism is on the rise, as well as Orkanan cults. Palne Kristersson managed to gather the landless and rightless, tying to self govern their living conditions.

Dangerous precedents
The inclusion of Kristersson's stift was seen as a dangerous precedent by the regional leaders of Liden, Hagen and Ådalen. They were interested in preserving the status quo, the importance of a staged structure which is their powerbase. Suppose the urban population took over Kristersson's example and reorganise into new groups? It would create a rift within the regional society, a society that only half would follow orders from above.

So, the governor of Inälvsdalen decided that the non-territorial Fjällsta stift from Kristersson wasn't allowed any influence in local government. Entering a registry of (approved) voters excluded over half the population. Fjällsta stift members are eligible to vote nationally (whenever that is going to happen), but can not vote for Inälvsdalen län nor the local community they reside in. Fjällsta members were immediately moved out from offices around the province. The signal was clear: stay within your traditional stim, or you will loose your ability to vote. An example had been set.

But it is obvious that Kristerson will respond. Representing a larger amount of people, he declared the current leadership illegal, demanding them to leave office. A threat he has not yet elaborated on, nor taken action on. We should remember that Kristersson is a Mellanhand Orkanan leader who has earned respect with the house of Kulla. It is very well possible that disgruntled people turn elsewhere for support, now Kristersson has failed to deliver them the promised equal opportunities. Inälvsdalen is a region not only with a remnant of Stoldish speaking people with connections in Mörenburg and Helreich, but also the region with the highest amount of newly opened schools with funding by Helreich. And Kristersson has been driven out one time before, out of his native Kristdala in Friställen.

Inälvsdalen is a poor, low density version of industrialized Ådalen and Liden. Whatever happens there, can easily be repeated elsewhere. Lack of welfare is an extra driving force in the south, but one might expect that people with better living conditions might have better means to support their claims on influence. So, this might look like an insignificant local struggle, a clash of modernist and traditionalist cultures in an underdeveloped region, typical for those hotheads from the south. But it's actually an underground fire that easily could spread all over the country. Maybe that is what the leaders of Liden, Ådalen and Hagen are after anyway. Their houses have thrived on conflict. Within Vittmark, they are relatively powerless. But as warlords, they will be able to shine in glory.

Federal Budget Secured
After more than a year of debate, mudcasting and blackmail, the new federal government was able to sign an agreement with Liden, Mivö, Skara, Hagen and Ådalen regarding the budget for this fiscal year.

During the first 9 months of this year, the federal government had to work with the 10% it could impose, the unexpected income from Fjällsta stift and the loans from Anarian nations like Antara. In a strategic move, the entire available budget was spent on the military and infrastructure. Road taxes (including railroads) has become an important source of income outside the grasp of the member states. But the most strategic blow was delivered when the military set up roadblocks around harbor facilities and non-federal roads. In one sweep and with the help from the military of member state Hagen, the harbor complexes and non-federal infrastructure was nationalized. Queen Anna and her budget chancellor Av Tannen could add import taxes on their income side as well.

The threat to transform harbor cities in Ådalen and (to a lesser extent) Liden into federal territories was enough to get the two most important parts at the negotiation table. When Ådalen was allowed to contribute most of its 8% in goods, then nothing could stand in the way for Liden to cough up the largest part of the budget.

Most of the money that will be gathered the coming months will be used to pay off the short term foreign loans. But the long delay in payment has resulted in the federal government having to surrender some investment projects completely to foreign financial sources. The most known example is that of the refurbishment of the melteries in Kopparbruk, which is now owned largely by an Antaran private investor. The federal government has been able to avoid having to sell out other key facilities to the highest bidders.

While this can be seen as a victory for the federalists, it is a victory that has been won over the backs of the leading factions in Ådalen, who were once again forced into negotiation and compromise. The resentment against Vittmark as a federation will only grow in Ådalen, a centerpiece of the nation.

Helreich unusually quiet about Vittmarker proposals
A month ago, Queen Anna made a clear gesture towards the leadership in Helreich: mutual territorial integrity, a non-aggression pact and the foundation of special zones for economic interaction. So far, the response has been a deafening silence.

In itself, the undetailed proposal is a historical chance to create stability in large parts of Stoldavia. While Vittmark formally opposes the occupation of Mörenburg by Helreich, it has never advocated this point of view very strongly. It is both a positive circumstance that Mörenburg no longer is the rogue state that it had been for decades, as well as a practical reality that Helreich is in charge of the area.

The hot issue is the status of Inälvsdalen, which was taken from Mörenburg at the end of the Pan-Anarian War and later added to the newly formed nation Vittmark. Mörenburgers still think the area was taken from them illegally and have a not so secret wish to regain control. The fact that large supplies of coal and iron have been found in Inälvsdalen (or Nelfesthal as the Mörenburgers call it) must be an extra incentive.

For more than 9 centuries, Inälvsdalen has been a mixed area of northern and southeastern Stoldavic influence. Northern and southern stims, villages and stifts have lived side by side during the entire time, speaking their own language and using their own customs. The Mörenburgers started to put a ban on northern languages after the demise of the Greater Stoldavic Empire, a time which coincides with the earliest industrialization of the area. This process was stepped up when industries were mechanized on a large scale. The industrial cities were supposed to be pure Mörenburger territory.

When Mörenburg was forced to withdraw its authorities 15 years ago, the industrial part of society decided to dismantle the installations and move factories and people into the remaining homeland. What was left, was an empty region without production facilities and a huge power vacuum, setting back development for decades to come. The decision to leave was their own, since there was not, has never been and will never be any government program to rid the area Mörenburger remnants.

On the contrary, since Vittmark's Queen Anna has been in power, Mörenburgish has been reinstated in the southern provinces, while at the same time the deviant religious practices were accepted as part of the region's varied background. While Mörenburg has actively executed an anti-northern policy, Vittmark has chosen a pro-variety and pro-southern culture attitude.

The question is, are Mörenburg and Helreich interested in a lasting peace, or are they just waiting for the opportunity to seize control over Inälvsdalen? Or the entire southern region of Vittmark. Or Vittmark entirely. The Häverist have shown a very expansive attitude during the last decades with the occupation of Mörenburg and a part of the Wolgos homeland. If this isn't enough proof for expansive politics, than the support for anti-Vittmarker rebels on Vittmarker soil by the Häverists certainly is.

The question can also be reversed, can Helreich afford another war front? It clearly has domestic problems, not only in Mörenburg, but also close to the capital. The war against the Wolgos certainly takes its toll as well. A possible campaign in Vittmark might be overstretching the capacities of the Häverists. A lasting peace between Vittmark and Helreich might benefit the Häverists more, it creates a situation in which iron and coal can be made available for export, materials desperately needed for domestic control and military activities elsewhere.

But Helreich is quiet. It's possible that they're indecissive. It's possible that it's an issue that drives a wedge between Helreich and its Mörenburger collaborators. It's possible that it's a calculated strategy. But in the mean time, the transportation of coal and iron to the north gets underway, and everything that is shipped north today will never return to the south. Abandoning Inälvsdalen was a Mörenburger choice. Making that formal by signing a border agreement is just a matter of accepting reality as it is. A small price to pay for a large mutual benefit in our common future.

Southern Territories prepare for mergure
Yesterday afternoon, the governors of Friställen, Inälvsdalen and Uppforsbackar signed a Letter of Intent preparing for the mergure of the three territories into one nation within Vittmark. The fourth signatoree was Palne Kristersson, leader of the non-territorial Fjällsta Stift.

"It is unprecedented that these three governors and Fjällsta Stift agree on anything", according a local spokesperson of the Loyalist Party. It is less than a year ago that Kristersson created a crisis in Uppforsbackar, which has led to the replacement of many government officials. Two of the three governors have been appointed by Her Majesty since then.

The Letter of Intent speaks of a referendum about the issue under its citizens. "It is obvious that the residents that have moved south during the last 5 years will not support such a proposal," said Halvar Torstensson, a Lidenish member of the federal parliament. "This Letter of Intent has no future." But when he was faced with the fact that these recent immigrants are not eligible to vote, he became furious. "We will fight this abberation with all the force we have."

Kristersson himself defended this exclusion the following way. "These recent immigrants have chosen to vote as members of their stifts in Liden and Ådalen, not as residents of the south. They have excluded themselves." He also gave the Lidenish MP little hope for being able to stop this. "This is an internal matter of the south, not a federal matter. We will inform the federal institutions of any changes in government that will take place. After all, we aren't meddling with the territorial changes between the stifts in Liden either, simply because it's not of our business."

The four leaders emphasized the common future they have chosen to face the challenges of tomorrow. "The local, indigeonous population lacks basic welfare. We need a solid government structure in order to be custodian for the natural resources of the area, making them avilable for the entire nation on an egalitarian basis. The foundation of an economic free trade zone with Mörenburg requires a better coordination than a gathering of federal territories. For too long, the region has been a playground for external powers, it is time to take matters into our own hands."

Several Vittmarkers killed in Ithrien
An unknown number of citizens from Vittmark have died in the explosion that occurred in the Ithrieni capital yesterday. One of the vessels completely destroyed was on a return trip from Östvallen and contained about 30 members of a trade delegation. Other travellers from Vittmark still have to be accounted for, the trip had some stopovers where travellers might have disembarked. The trade delegation would have been welcomed by the official Vittmarker delegation in Ithrien, including staff from the embassy.

In a statement from the Foreign Ministry, it was only confirmed that citizens were involved in the blast, but that it was unknown how many victims there are. The fact that the embassy practically has ceased to operate did contribute to the fact that no confirmation could be given. A special team will be sent to Ithrien to assist with the aftermath of the explosion.


In the same statement, the ministry leaves every cause of the disaster open, including technical malfunction and human error. The early reports on Häverist activity are considered premature and based on hearsay only. An anonymous source at the department mentioned off the record that involvement of Häverists is highly unlikely. "Helreich has no agenda on the continent. These probably are domestic problems, where Häverism is used as an excuse to justify draconian measures." However, this anonymous statement was denied by the official spokesperson from the ministry as "just as much grapevine as other unconfirmed reports."

A spokesperson from the Ministry of Foreign Affairs presented an official list of the Vittmarker citizens that parished in the brutal bombing in Ithrien on May 23rd. A total of 31 have been confirmed dead, 21 members of a trade delegation on board of the airship, 5 individual travellers and 5 people in the receiving party at the docking tower. Ambassador Matsson av Sandsala escaped from the ordeal thanks to the fact that his car was trapped in the unpredictable traffic with horse and donkey drawn wagons in the city. Three staff members of the embassy are among the victims though, which left the ambassador the only Vittmarker at the representation.

The explosion, which has been claimed by a local rebel leader, not only made the docking tower useless for transport, but even cut off several vital telegraph connections with the outside world. This is the main reason why the official confirmations have taken so long. The special team that was sent to Ithrien on May 25th was able to re-establish contacts and help in the identification.

In the mean time the victims' remains have been put to rest near a local sanctuary. Identification as Vittmarker citizens was possible thanks to clothing and other items found on the remains, but individual identification was impossible in 18 cases.

In a related statement, the Foreign Ministry announced to have issued a warrant for arrest for 3 citizens that were reported missing in the blast, but have been located in Anat Tahan, The Bind and New Stoldavia. The spokesperson denied that they might have any connection to the explosion, the arrest requests have only been issued based on accounts of fraud.

Minister Kronobäck was not attending the presentation, since he left yesterday on an official mission towards Fisks Handelsbolag in Altaia, where he is expected to arrive on June 12th.

TRÄRYD BANS AUTOMOBILES


A divided council has put a ban on automobile traffic in most of Träryd, effective immediately. Automobile related accidents have dominated local debate after the second incident with deadly consequences this year.

Since the formation of Vittmark, the relatively unaffected city of Träryd has prospered. One of the negative side effects has been the increase of traffic by vehicles that are capable of much higher speeds than usual. "The city structure is just unfitting the demands from these vehicles. Although one must have a driver's certification, it appears that the only rule most drivers apply is that others have to yield for them. It has led to serious incidents, and the general public is getting more and more afraid to walk or cycle to work." This statement was issued by a freshly chosen politician, representing Haraldsbygden Socken.

Two earlier attempts to get automobiles banned stranded, but some sockens now have replaced their representation in the city council, giving an 8 - 6 majority for the proposal.

The measurement is highly controversial, even though the ban is not complete. "There are designated routes and storages, so all the industries and residential areas can be reached. It is just that we have limited the level of penetration by these machines. The ban does not include omnibusses, exemption permits can be obtained, but we are already looking into the possibility to add motorized bicycles to the list."

Opponents have criticized the ban. "It is a giant step back, unheard of since the fall of the Stoldavic Empire. These backwards reactonaries are effectively killing the companies that provide them their livelihood," stated Alf Gerhardsson Halm before swiftly leaving in his 20bhp Solsken 16. He also stated that his socken would not implement the council's decision.

Similar discussions have been ongoing in many cities in Liden. The arrival of steam trucks and private automotive vehicles has led to unrest in many communities. Träryd however is the first city or stift that has taken a decision in favor of a ban.

OOG: Hi, Pep. I noticed two of your news articles dealt with "deafening silence" and then a "delayed communication". I apologize on my part that I did not write about the number of casualty as promptly as you want it to be. What I am trying to say is that you do not have to actualize the real-world delay into an in-game context. It is perfectly fine for you to PM me to nudge, urge or inquire for details. Regarding the death toll, logically the body count should have been done or ongoing in the time frame of a week. The number 31 is a fine number so I will include that in my next report. I apologize once more if this come out sounding in a very wrong way, but my intention is to look for inter-player engagement - if you felt that I have made a one-up too many, I believe I have read that in the fb group wall. I have full intention to write up a full detailed article that lead up to the incident and then a post-mortem one that will be transported into a pedia article. I will need your help with the writing. Thanks, mate!

Colin was away and now he is back. I am sure he is more than happy to play catch-up with this special trade zone negotiations. Backdating news articles and roleplay fictions is perfectly legit. A fiction that contains a 1-day plot line for the characters may have to be written in the span of dozens of days to see completion because of timezone differences between the authors (and then we have real-world obligations that take away our attentions). And I want you to know that is perfectly fine. And it is okay to nudge a bit once in a while to get updates and reasons for delay (as if you have not been flagging red in the fb group wall enough - Teehee).
