Aedeland (Aedelish: Æðeland [eɪðəlant]), officially the Aedelish Technate (Aedelish: Ældsteknoríki), is a nation-state in northern Anaria and home realm of the Greater Aedelish Technate (Aedelish: Stórældsteknoríki). Its territory, comprising the western portion of Stoldavia, covers an area of 566,552 square kilometers (218,747 sq mi) and is bordered by Vittmark and the United Royal Provinces to the east. It has a largely temperate seasonal climate. With about 30 million inhabitants, Aedeland is the ninth most populous state in Anaria. Aedeland's capital is Ålesund, while its largest metropolis is Ærilar. The country's other major cities are Ayrendæl, Storhavn, Vintersæte, Ascolat, and Störmheim.

Name

Aedeland is derived from the Old Aedelish words æðel and land. There is some disagreement about etymology. It has traditionally been held that æðel is an appellation of the Alfaðr diety and that Æðelantë meant the Lord's land. However, recent scholarship has revealed that the first component was originally aðal, a term meaning both noble and a member of one's own group, peer, companion and friend that was used as a self-designation by the Aldsegian peoples of Western Stoldavia. A competing modern theory is that it is a cognate or possibly a loanword from the dragaric adelante meaning forward (into the future) though this etymology is highly contested within Aedelish linguistic scholarship.

Geography

Aedeland is located at the northern extreme of Anaria and occupies the western third of Stoldavia. The Straits of Andlát and the Vestsjøen (Western Sea) are to the west and to the north is the Nordsjøen (Dlreukv Sea). It is bordered to the east by Vittmark and the United Royal Provinces. The Zeeëngten and the Narrow Sea separates southern Aedeland from Hallis and the Straits of Andlát separate Cykeria to the west. Aedeland has a varied topography that is heavily glaciated and consists of steppe in the north, high plateaus and rugged, undeveloped mountain ranges at its center, deep valleys and rugged coasts in the west, and plains in the south. Aedeland is most famous for its rugged coastline carved with deep fjords that present a visually impressive coastal scenery. The highest point in Aedeland is Mestrhorn.

Politics

According to the Program of Aedelish Häverism and the Forward Initiative, which were both adopted in 7579 and inspired by the Articles of the Häverist Commonhold of Helland and to a lesser degree the Constitution of the former Republic of Aedeland, Aedeland is a unitary Häverist technocracy. Its structure and organization is both functionally and geographically aligned to optimize efficiency with a strong centralized organization allowing complete authority to act unhindered by philosophic concepts of human equality, democracy, and political economy.

Government

Executive power rest solely in the person of the Leader (Aedelish: Fører) who holds absolute responsibility unconditionally combined with absolute will. The Leader alone possesses executive supremacy and thereby ultimate power over all other political bodies within the Technate. The Leader is assisted by an executive staff including the administrative heads of the four special sequences and the two functional sequences. Each serve at the pleasure of the Leader receiving their share of work from him, and in turn if necessary assuming unlimited responsibility in certain fields. The Leader is elected by the Control Secretariat, an advisory body that approximates the function of a legislature and composed of senior administrators who have risen to the head of their various functional areas of expertise on the basis of ability (includes the six members of the Leader's executive staff, the 57 district administrators, and the various fuctional sequence directors whose number fluctuates as functional sequences are created and terminated). Aside from this, he or she continues in office until retirement or death.

Embracing every socially useful function performed within the Technate, functions are the basic organizational unit composed of all the people within a functional type. A functional sequence is one of the larger industrial or service units including all related functions in the direct virtically integrated sequence. The number of functional sequences is arbitrary and they may be created or discarded as required. The major Industrial Sequences are transportation (railroads, waterways, airways, highways, and pipe lines); communication (mail, telephone, telegraph, and radio); agriculture (farming, ranching, dairying, etc.), and the major industrial units such as textiles, iron and steel, etc. Among the Service Sequences are education and public health (medical, dental, public health, hospitals and pharmaceutical plants).

Since there does not exist any sequence of functions that is independent of or can be isolated from the remaining functions, four special functional sequences exist to obtain the highly necessary synchronization and coordination between all the various functions. New functions and sequences are developed by the Research Office, a national think tank, and it is the responsibility of the Research Office to undertake alert and active research for the development of new processes, equipment, and products in order that stagnation may not develop. This includes the continuous research in the fundamental fields of science - physics, chemistry, geology, biology, etc. - and the continuous analysis of data and resources pertaining to the Technate as a whole, both for the purposes of coordinating current activity and of determining long-time policies as regards probable growth curves in conjunction with resource limitation. The Home Office performs both the administration of social policy, to include coordination of human resources and implementation of Research Office policy, and the administration of justice through a system of summary courts. Finally, the Foreign Office formulates and administers the foreign policy of Technate.

In both general functional sequences and special functional sequences, positions are filled or vacated by appointment from above. This still holds true for the positions of sequence and functional director. A vacancy in the post of functional director must be an acting sequence director and the post of sequence director must be filled by a member of the sequence in which the vacancy occurs. The candidates to fill such position are nominated by the officers of the sequence next in rank below the sequence director. The vacancy is filled by appointment by the Leader on the advice of the Controling Secretariate from among the persons nominated. Because all within any functional specialty are well aware of their colleagues' relative competencies, there is no one better fitted to make this choice than they.

The current leader is John Chambers. He and his staff have been popularly nicknamed the wonderkinder due to their youth and impressive qualifications.

Military

The military of Aedeland, known as the Styrkene, has historically been organized under principles largely congruent with the meritocratic principles of technocracy and, as a result, has been largely untouched by Häverist reforms. In many ways, the Strykene has achieved far greater independence under the new system of government than it ever had under the republican government. It has five branches, including the Army (Hæren), Navy (Sjøstyrkene), and Air Force (Valkyrja), and Support (Styðja), pre-existed the revolution and largely retain their Republican-era culture, organization, and leadership. A fifth branch, the State Security Service (Ríkisöryggi), created following the assissination of Foreign Secretary Jakob av Varung, was elevated to as a major branch and given expanded authority as part the extensive reforms establishing the Technate to create a single, national, disciplined law enforcement organization with national jurisdiction. Unlike other service members of the Strykene, individual members of the State Security Service are subject to transfer from any part of the country to any other part on short notice. While adminstratively under the discipline of the War Office, it receives its instructions and authorization for specific action from the Home and District Offices.

By law, all males are required to serve a minimum of two years national service upon their 18th birthday or four years of alternative service in the non-combat Support or State Security Service. The warfighting branches of the Styrkene maintain a professional military cadre of less than three thousand with the ability to call an additional 140,000 from the national service and innactive reserve into service. Major military centers include the high commands and their attached war colleges located at Odense and Ærilar, and the combatant commands at Knivine, Ascolat, Avfall, Kavernene, Storhavn, and Al-Ilah.

Foreign Affairs

Foreign policy and foreign relations are conducted solely by the Foreign Office, headed by the Foreign Secretary. Acknowledging the cooling of relations with many of Aedeland's traditional allies during the cartel crisis, the Foreign Office has pursued a "diplomatic reset" and maintains an "open door" policy that welcomes diplomatic exchange and cooperation with all nations.

In addition to traditional responsibilities of a foreign ministry, the Foreign Office is also tasked with recruiting top foreign talent for the technate.

Administrative Divisions

The Technate is divided into an arbitrary rational system of fifty-seven 100 km by 100 km divisions, called districts. The number of each district not only designates it but also locates it and is fully integrated with the Aedelish Survey Grid Reference (SGR), a standard grid reference system subdivided into hexedecimally identified 10 km, 1km, 500m, 100m, 10m, and 1m grids. The District Offices are the coordinating body for the various Functional Sequences and social units operating within its georgraphical domain.

Economy

Aedeland has a scientifically planned economy based on the principles of Häverism postulated by Peter Häver in 7457. In "Future of Humanity and Helland", commonly known as the "Häverist Manifesto", Peter Häver laid out the fundamental maxims of Häverism: (1) an economy is most efficient when the physical maximum of production matches the maximum physical capacity of the public to consume, (2) man-hours of human participation in the productive processes no longer accurately determine value and, as a result, any distribution of goods and services based upon hours of labor can lead only to a failure of the distributive mechanism and industrial stagnation, and (3) it is energy loss incurred in the production of goods and services that, in the last analysis, constitutes physical cost of production.

In the past, all human efforts required human labor.  In an efficient modern economy, human labor is replaced by automation.  In a price economy, the resulting surplus is allocated disproportionately resulting in social unrest.  Under Häverism, surpluses are distributed equally.
Historically inefficent economies had extensive human labor requirements and possessed limited production capacity.  In modern economies, ever increasing efficiency results in greater productivity requiring less total man hours.  If allowed to continue in a price economy, excess production allows for inceased population with decreased demand for labor resulting in low wages and high unemployment.

Unlike most Anarian price economies, which are based on debt, Häverist economies are based on energy and demand rather than profit and debt. This distinction has created considerable confusion. Energy accounting is a system of resource allocation under this Häverist theory of thermoeconomics. All human activity requires energy and, as a result, the energy cost of any product can be determined by the total amount of energy required (demand) in a given time divided by the total number of products produced in that time. Within a Häverist technate, the energy required for the needs of the population, including infastruction and services, are deducted from the total available energy resources and the remainder then devoted to the production of goods and services to be consumed by the public-at-large through individual allotment. This continious balance between production and consumption is maintained by the Distribution Apparatus through the tabulation of a complete record of distribution (the public's rate of consumption). This information is then applied to maintain the operation of the technate at the highest possible load factor and efficiency under a two-year balanced-load period of operation matching one complete industrial cycle. At the end of that time the books are balanced and closed for that period and the next period is implemented. No debts are possible, and the habit of mortgaging the future to pay for present activities is completely eliminated.

The fundamental instrument of the Technate's economic planning is the functional sequence - the totality of the productive process. Within each functional sequence is a heirarchy of functional divisions working together productively. Functional sequences and the functional divisions within them are formed, reorganized, and terminated as needed by the Control Secretariat to meet demand and are holistically organized under the principles of regenerative design (known as craddle to craddle in Helreich) to create the ideally efficient work ecology. Unlike price economies where the production process is determined solely by short-term profitability of individual actors, functional sequences within a scientifically planned Häverist economy are determined by long-term sustainability.

Aedelish Häverism is distinct from the Hellish system in one critical difference: Aedelish Häverism has not adopted the Energy Certificate. Under Hellish Häverism, consuming power in the form of fiat energy certificates created by the Hellish government is granted as a universal basic distribution to the public-at-large in an amount exactly equal to economic surplus remaining after providing for all societal needs. This certificate is non-transferable and non-savable. The unspent portion is cancelled at the end of the two year accounting period. These peculiar qualities of the Energy Certificate are responsible for Helreich's economic isolation. As a result, the technate continues to use the gold-backed Standard as a commodity currency whose supply is fixed and whose value is determined by a planning board to equal the marginal cost of production to achieve optimal allocation. Consuming power is granted as a three part composite distribution. A significant share of the consuming power is allocated symetrically under a Hellish style universal basic distribution providing for food, shelter, clothing, hygiene and the ability to move freely. Remaining consuming power is granted asymetrically based on quantatative productivity distributions and qualitative validation distributions. Consuming power under Aedelish Häverism is transferable and savable and, as a result, the Aedelish standard can be exchanged internationally.

Demographics

Aedeland's population numbers roughly 8.7 million. Most of the population are Aedelmen, a Stoldavic Aldsay people. There is a significant minority of Hagenish and Ayernish, both Dölmer peoples who came to Aedeland under the rule of the Second Stoldavic Empire. Under the policies of the former Imperial Republic of Aedeland, immigration was illegal and most of Aedeland itself was closed to foreigners. A policy of unlimited immigration instituted by the Häverist reforms of 7579 has led to a dramatic increase in foreign populations within Aedeland, primarily from the former colonies of the Imperial Republic.

Language

Aedelish, an Alcht language, is the indiginous language of Western Aedeland and Southern Cykeria derived from Old Aedelish. Under the Imperial Republic, Old Aedelish remained the official language of government and was taught exclusively in schools. This puristic tendency is to a large degree a result of conscious nationalistic language planning, in addition to centuries of isolation. In all public discourse and schooling, Aedelish and Old Aedelish has been replaced by the Häverist Technate with New Aedelish which has been developed from Hallish as a proposed internationalist language.

Religion

The Forward Initiative banned all religious organizations. However, Aedelish Häverism is not without dogmatic positions. It advocates for the constant improvement of humanity through scientific learning and social programing as well as ecological sustainability. Philisophically it is rooted in materialism and integrates a number of scientific disciplines, such as psychology and ecological conservation, in its practice.
