The Civil Militia (Stoldish: Zivilmiliz) is the national police service of Stachelort. It was formed in 7545 RH by the consolidation of the various civil law enforcement organizations in the six marches during the period of the Duchy of Stachelort. Often referred to as simply the Militia (die Miliz), the agency is part of the State Ministry. It is headed by the Militia President (Milizpräsident), currently Helmut zu Förstner, who has held the role since July 18, 7580. Head offices for the agency are in Stachelort's capital city of Seetor, Brücht. Nationwide, the Militia employs 164,625.

History

Law enforcement services in what is now Stachelort date from self-policing by various guilds, with the first recorded reference in xxxx. The first formal police service was the City Guards in Seetor, formed by Burgrave (Burgraf) Valentin von Mounce die Große on August 19, 7290. In the 7400s, other cities began to form police services. During the First War of the Tandem Wars (7446-49 and 7465-73), in 7447,Duke Karl Luitger called on each march to create a police service "for the security of the homelands from enemies foreign and domestic". By 7468, each march had a police service of sorts with a wide variety of authorities and responsibilities.

With the start of the Pan-Anarian War (7498-7552), Duke Friedrich Luitger set forth his Decree for Preservation of Internal Order and Security of 7499. The decree set minimum standards for the police services in the march and established their responsibilities in maintaining public order and preventing and investigating crime, particularly in regard to espionage and treason. The Decree called for the formation of a Stachelort-wide Committee on Public Security (Stoldish: Öffentlichesicherheitsbehörde), with the intent of subordinating the march police to the Duke's authority, but the Margraves would not relinquish control over their own police forces. By 7503, the Committee redefined its role to be a means of coordination and information/intelligence sharing.

Following the Preservationist Coup in 7545, with the formation of the Republic of Stachelort, Autokrat Lorenz Saller called for the creation of a national law enforcement service to be organized following the autocratic authority principle. General law enforcement services were combined into the Civil Militia which began operations as a unified service across Stachelort on November 3, 7545. The Militia took over the Brücht Police Presidium and its head offices remain in that building at 6 Volksplatz, Seetor.

Organization

Charged with facilitating coordination among all police services, fire brigades, medical flying squads, and civil defense matters in Stachelort, the Committee on Public Security oversees the Civil Militia, but the Militia is an agency of the State Ministry and answerable to the State Minister. Under the authority principle, sectional leaders at the march-level zonal offices report to officials in the Head Office. Similarly, regional sectional leaders direct their counterparts at the district level and, similarly, the district level officials coordinate the municipal authorities. The official in charge of each station is titled inspector in addition to his rank.

Field organization

Each march has a Militia Zone Office (Stoldish: Gebietstelle) as headquarters for police services in the march. The main police headquarters in a borough is the Militia Lead Office (Stoldish: Leitstelle). At the provincial level, the Militia Regional Office (Stoldish: Kreisstelle) oversees the various District Offices (Stoldish: Bezirksstelle). In the municipalities, the supervising Militia office is the Heimischstelle and the local precinct is the Milizamt.

When thinking of the Civil Militia, its patrol operations come to mind first for most people since this is the most visible element of the organization. The Order Police is the largest division of the Militia, with about 49,390 uniformed personnel. These Militiamen patrol the cities, towns, and countryside to maintain public order, deter crime, detect crime, and arrest criminals for prosecution by the judiciary. In addition to foot patrols, Militiamen can be mounted on bicycles or horses, either for patrol or to reach their patrol zone. Militiamen issue notices of offense for minor violations and make custodial arrests for major violations when the offender is known. They also complete reports on crimes for both record-keeping purposes and as a starting point for investigators to follow up.

Operating typically in plain clothes, Criminal Investigations personnel investigate criminal offenses and conduct forensic and laboratory analysis. The evidence gathered by the investigations permits investigators to make arrests and support the prosecution of criminals with the objective of convicting perpetrators for their crimes in the courts. In addition to the use of laboratories for microscopic analysis, Criminal Investigations conducts fingerprint analysis and comparisons to establish a link between crime scenes and offenders.

Records division maintains the index of offenders, copies of police reports, and case files for investigations. They also maintain the fingerprint card files and classification records. Since 7577, the Militia has been in the process of using Belmondo difference engines to keep track of the tens of thousands of fingerprint classifications on hand and to search for matches with regard to criminal investigations. This use of technology has greatly improved the efficiency of police service. When all fingerprint classifications have been processed in this manner, Records intends to begin a scheme to tabulate police reports, notices of offense, and investigations records.

Special Branch provides research services, including crime statistical analysis, and conducts special investigations, such as for high profile cases, when directed to do so. The Security Dog Service (Stoldish: Sicherheitshundedienst) provides police dogs on patrol, for crowd control, to track suspects or find lost persons, and evidence detection. The most common breeds used are Stoldavian shepherds, Stacheler shepherds, and Nesterian bloodhounds. Alert units of Special Branch have specialized equipment and training in procedures for responding to cases of civil unrest or dangerous arrests.

Personnel

Most Militiamen are career civil servants seeking to keep their communities safe. A number of personnel are, however, fulfilling their State service (Stoldish: Staatsdienst) as Militiamen rather than in the military. Four years with the Civil Militia satisfies the State service requirement in lieu of two years in the military. A "Dienster" may leave the Militia after his four compulsory years or choose to stay in service as a career Militiaman. "Diensters" may only serve in the Order Police but may apply for vacancies in any division if they remain beyond minimum service.

Training

The Civil Militia conducts its own training at the Security College (Stoldish: Sicherheitshochschule) in Brusstraten, Nesterland. The college operates basic and advanced police academies, investigative schools, and a number of courses in forensics and analytical procedures. On occasion, Militiamen may be seconded to specialized training with the |military or attend courses at university. All personnel attend the basic police academy. Supervisory personnel and specialist Militiamen attend the advanced academy. The other courses at the College may be attended by law enforcement personnel if the coursework is relevant to their responsibilities.

Uniforms and equipment

Civil Militia uniforms are blue in color. Order Police always wear uniforms while investigators usually do not. Special Branch personnel may or may not wear uniforms based on their duties and assignments. Militiamen may carry the same firearms as the military.

Militia ranks

Militia rank structure is similar to that of the army. There is only one Militia President (Milizpräsident) who is the senior official of the service.
