A delegate general - known in the Auresian language as a nuncio imperiale - is the title for a special class of diplomatic representative appointed by and answering only to the Dynast Sovereign.

Background

Creation

The post of delegate general was created in 5140 by order of Dynast Emperor Cephorus Maximus, with the intent of creating a cadre of senior envoys, drawn from the ranks of his most experienced ambassadors, whose sole purpose would be to serve as direct links between himself and those powers with whom he felt closer relations were critical. The post has existed since with little modification, beyond additions to the requirements for consideration to be elevated to this rank.

Purpose

The office of delegate general exists to permit the Sovereign to appoint highly-qualified and experienced officers to the most critical diplomatic posts the Empire maintains, to both maintain a direct and unbroken link between the Imperial High Seat and the government in question. A delegate general enables the nation they serve in to communicate directly with the Empire while bypassing the normal diplomatic channels

Authority

Delegates general, appointed personally by and answering directly to the Dynast Sovereign, operate with the full power and authority, and access to the resource of, the Imperial Diplomatic Service. They rank higher than an ambassador resident (AR), but are accorded the same status and deference of an AR with the rank of senior ambassador. Likewise, they hold full accreditation and have full diplomatic immunity.

Service

Qualifications

Any officer considered for elevation to the status of delegate general must have a minimum of twenty years active duty with the Diplomatic Service. This period should have been a combination of time served as both a counselor resident and an ambassador resident. The officer should likewise have completed a minimum of three years of certified training at the Imperial Diplomatic Service Institute.

Term of Office

All delegates general serve at the pleasure of the Dynast Sovereign, and can be dismissed as the Imperial will dictates. Typically, a delegate general will serve for five to fifteen years before retiring.

Title

The full, formal mode of address for a delegate general is as follows, using the nuncio to Vittmark, Cristiano Carioli, as an example -

"Baron the Right Honourable Cristiano Carioli DG KCES KCWO LH, Delegate General of His Sovereign Majesty the Dynast Emperor to the Government of Vittmark".

In normal discussion or written communications, they are addressed as "delegate general". All delegates general have the post-nominal "DG" after their name.
