Imperial agenda

The Emperor and the Inner council must prepare a set of guidelines for the Eghorwœkmok, the instructions must be prepared at least every six months, and any amendments must be provided by the opening of weekly sessions. Guidelines are not usually a detailed set of rules to follow but often outline the spirit of the emperor's wishes, concerns and targets, at times guidelines can be detailed and may contain requests for special budgets.

Two Leznodhver always preside over Eghorwœkmok sessions and their duty is to prevent the Eghorwœkmok from deviating outside the spirit of the Imperial agenda and from working against the interests of the emperor and empire.

Chambers of the Eghorwœkmok

There are no legal, political parties in the government, and any representatives attending the Eghorwœkmok are expected to act as independents. Legally representatives are allowed to congregate with their same kind of peers, they can assemble in one of three chambers outside session to discuss mutual policy interests.

Shœxawœpek Chamber

The Shœxawœpek are the clans of the empire, often referred to as the nobles. At a regional level the clans appoint representatives to lobby for their their interests. At an empire level, each region appoints five representatives for the Eghorwœkmok, at this level of government they work to protect the rights of clans and of the high clan nobility.

Ovkœrtxœz Chamber

Ovkœrtxœz representatives are the more democratic element of imperial government, despite all Luora belonging to a clan the Shœxawœpek only look after overarching matters for minor clan members, lesser members are most of the clan members. Ovkœrtxœz represents the Luoranot as clan members but as citizens and as such their interests in commerce, services, law and imperial agenda.

Each region appoints five Ovkœrtxœz to represent them at the Eghorwœkmok.

Sessions

All legislation is discussed and voted on in the grand rotunda of the Eghorwœkmok. Negotiation between chambers often takes place in the corridors surrounding the grand rotunda and as such are not open to the public.

Chamber of Shvœleppekh supplicants

Non-Luora cannot attend Eghorwœkmok sessions or be involved in the imperial or regional government. Despite their lack of self-representation each state must appoint three Shvœleppekh supplicants. The supplicants are Luora that are trusted and appointed by Non-luora at the region level. Supplicants are selected by regional non-luora organisations such as merchant and family associations, they attempt to fill regional parliament seats which usually are limited in number and must be negotiated for between supplicants. Supplicants with a regional seat can select three representatives for the Eghorwœkmok.

Supplicants have an Eghorwœkmok salary which is a third of that earned by the Shœxawœpek or Ovkœrtxœz. Despite this non-luora associations often spend considerable sums to obtain the most skilled and eloquent Luoran advocates. Since they do not have a guaranteed position in the Inner Council, the most prominent supplicants are expected to find a way to be part of the emperor's entourage.

Commoners Hall

Each state selects three commoners from a pool of interested Luoran citizens, each chosen at random to attend the hall in Oshghatar. While in Oshghater commoner representatives receive a stipend for their service and may bring their wife and family to reside with them.

Their role is to sit in sessions at the Eghorwœkmok observation gallery and to retreat to their own hall to discuss new legislation. Clerks help the commoners create a summary of their opinion for the benefit of the Eghorwœkmok and for the emperor.

The commoner’s summary can be accompanied by the group or personal statements. Their review and statements are used to gauge public opinion.
