Fisks, officially Fisks Incorporated Settlements (Fisks Handelsbolags Nybyggen) is a territory owned, operated and governed by Fisks Chartered Company (Fisks Handelsbolag). It is located on four island groups, of which two are located in southern Altaia, south of Bowersland; while the other two are located in northwestern Altaia, off the coast of The Bind.

Although the possessions fell under Talpå when Fisks was founded as a chartered company, it has de facto been an autonomous region since the Vittmarker predecessor state of Ådalen annexed the city state in 7523. Southern Fisks joined Vittmark as an Outlying Dominion in 7569, while Northern Fisks was added to the same territorial unit during 7570. With the ratification of the constitution in 7573, Fisks became a member state.

History

Recent research indicates that the southern islands were included in a trading confederation spanning most of the Julian Sea up until about 500 years ago. This confederation was led by former colonizers from the northern Shiangti. There are small remnants of this former culture on Gilles Carls, which indicate historical ties with the region today forming Kamura.

The southern island group which today are a part of Fisks were discovered by Anarians in XXXX by the XXXX explorer XXXX. However, he did only put what today is Gilles Carls on the map, he sailed passed Gilles Villes without noticing it and labeled Gilles Askers as a treacherous coral reef. He therefore only gave the main island of Gilles Carls the name XXXX. The first landing by Anarians happened in 7180rh, when the Greater Stoldavic Empire explored the coastline. The indigenous population did not have an advanced culture, and no precious metals or other commodities were found. However, a small settlement called Rågö was started at the northern shore, since the main island provided plenty of fruit and nuts from the forest, as well as drinking water. Rågö served as stopover for Stoldavic explorers and traders until the fall of the empire in 7252rh. After that, Rågö became isolated and tried to survive as a freestanding, more agricultural colony with the settlers that remained on the island.

The northern island group was discovered much later. The first reliable maps naming Gilles Henkes, Valters and Karolinas were drawn in 7081RH, although some islands on earlier maps might have been these islands as well. The island today known as Gilles Henkes was called Sjölager, after the Stoldavic settlement that was started here. Although historical records are incomplete, it is possible that Sjölager on Gilles Henkes has been a continuous Stoldavic settlement off the Altaian coast since 7081.

Rågö in the south was reinstated as a colony by Talpå in 7XXXrh. Merchants from northern Stoldavia still used the place as a stopover or safe haven, even when sailing under Hellish flag as most traders did. The Fisk stim had managed to remain in control of the strategic port town of Talpå on Stoldavia, creating a city state in a loose alliance with Helreich, Hagen, Dunsvik and Ådalen. The free city became a booming place for colonial trade with only Östervallen, Skara and Källbyholm as competitors in northern Stoldavia.

Talpå started colonising the southern islands in 7XXX, founding agricultural the settlements Carls, Jockes, Thores, Nisses and Cillas. Each had its own stim, mainly producing fruits and vegetables. Given the geography of the islands, the settlers and the indigenous people's needs hardly ever resulted in conflicts.

However, outside pressure became more imminent when Helreich colonized the XXXX islands to the southwest and Halland created Bowersland to the north. Settlements were destroyed in armed conflicts between the Anarians, new settlements started, including Hallian and Hellish, but the turning point was the destruction of Rågö as trading port by Helreich in 7XXX. After that, the Talpean settlers were forced to deliver surplusses to Helreich and lost their autonomous state. Neither Helreich nor Halland took the opportunity to take over full control over the islands, even though both sides claimed custody. The territory wasn't considered important enough to wage a war over, not even during the armed conflicts of the Pan Anarian War in Altaia.

In the mean time, Fisks Handelsbolag was facing rapid changes in its Stoldavic hometown of Talpå. Ådalen had sided with Aedeland against Hagen and Liden, the latter having allied themselves with the other Dölmer nations of Helreich and Mörenburg. Ådalen saw the opportunity to gain territory on Hagen, mainly to the west, including the highly productive iron mines in Jerndalen. Both sides, Hagen and Ådalen, tried to gain control over the strategic port of Talpå. Fisks trading contacts with all sides in the war made it impossible for them to solve this conflict in a diplomatic way.

When Ådalen launched an offensive against Talpå in 7523rh, Fisks Handelsbolag and the Fisk stim decided to abandon the city. They packed their belongings on the available part of the merchant fleet in Talpå. The presence of two combined passenger-cargo steamships made it possible for the Fisks to extract over 900 people from the besieged city in the midst of night. When on the morning of February 23rd 7523 the Talpeans noticed that the Fisks had left them alone, morale crumbled and the city surrendered to Ådalen 2 days later.

The foundation of Fisks

The fleet of Fisks Handelsbolag started on a journey that eventually led them to the island group that had been declared neutral between Halland and Helreich in November 7523. Both were busy with armed conflicts elsewhere, creating a window of opportunity for the Fisks to establish a new home base on the islands.

Fisks Handelsbolag was able to rebuild itself as a neutral trading company, which functioned as a link between Raianesian and eastern Altaian countries and colonies on one side, and the wartorn Anarian nations and their colonies to the west. The authority of the trading company over the islands was recognized in a series of trade deals, often with different levels of autonomy, responsibilities, contract times etc. The newly arrived settlers, around 600 in total, also meant new input for the surviving agricultural settlements, which still had a couple of dozen Stoldavians working the lands.

In the 7530s, Fisks established holdings on the northern islands of Henkesö (7531), Karolinasö (7534) and Valtersö (7536). In 7554 Fisks estblished an agreement with The Bind, providing company rule over the islands in return for help with the Dhonowlgos evacuation.

Free association with Vittmark

In 7569 the Fisks contacted the federal government in Vittmark to discuss inclusion into that nation. The threat of invasion of the southern islands by Hellreich or Halland were the main reason. Chancellor av Kronobäck visited the southern islands that same year. After a period of serious doubts, Vittmark decided to accept the new member state under certain conditions. In March 7570 Fisks entered the federation by a representation in the senate.

A more thorough Shangti expedition was carried out in 7570 in order to assess possible connections towards the islands. Then Vittmarker government representatives found evidence of the Fisks settlements on the northern island groups, assuming that these were included in the territory as well. These islands have a totally different character, more urbanized and industrialized, with indigenous people taking care of hard labor. The relation between Fisks as a company and the federal government continues to be troubled by the circumstances on the northern islands.

The Kakuri secession

In 7575 a native group calling themselves the Kakuri people took contact with representatives of the federal government on Gilles Carls. As a result of these hidden meetings, the Eastern Crown Domains were formed as a federal military training facility. In reality the domain was created to safeguard the living area of the Kakuri people. In 7576 the Kakuri people registered as members of Fjällsta Stift, making them Vittmarker citiziens outside the charter of Fisks. At the end of 7577 the Kakuri applied for membership of the federation, which led to much unrest on Fisks, especially on Gilles Carls. In the autumn of 7578 the federal government accepted the application in the form of a non-territorial entity, since the Kakuri did not have legal property of the land they are living on.

Since the Kakuri are living in relative isolation, Fisks has reluctantly accepted the new situation. The main advantage for Fisks is a permanent federal presence in the region, something that the leadership had been requesting since the days of their first contact with Östervallen. In order to safeguard the status quo, residents from Fisks and Kakuri Stift are not allowed to freely travel between their respective territories.

Geography and climate

Fisks consists of a southern range, just south of the equator, off the coast of Bowersland, and a northern range, off the coast of Xholate (The Bind). Apart from Cillas are all the islands volcanic in nature and surrounded by coral reefs. The volcanos are considered inactive. The islands are located just south of the equator, giving them a tropical wet climate. This provides for a lush tropical rainforest vegetation. There is no seasonal change in climate, but during the colder years of the Tirean Oscillation Climate Cycle, the amount of rain is much higher than during the warm phases. Due to the always present sea breeze, the living conditions at the northern coasts are much more pleasant than the inland.

The northern islands have a humid subtropical climate with higher summer temperature and much less rain during the winter season. Vegetation still is evergreen, even though frost can occurr, especially during the cold phase winter nights.

Location and toponyms

All the islands that form a Gille (national subdivision) or Östim (local subdivision) are named after members of the Fisks family. They are considered Exemplars in Talpå, apart from Villes which is named after its tennant.

The southern group consists of (from west to east) Cillas, Carls (with Nisses and Thores), Villes and Askers (with Maias, Görans and Böries). Trade is concentrated in Nybygge on Carls. The south is however more rural with niche production like cocoa, incense and spices.

The northern territory consists of three main islands, from north to south Karolinas, Valters and Henkes. The north is much more populated, this is where large scale agriculture, mining and industrial production are concentrated.

Karlastad on Karolinas is the largest urban settlement with 11575 registered inhabitants, but it is estimated that some 30000 natives live in slum areas around the city as well. Henkes Köping (5771 inh.), Valters Kaien (5021) and Fiättrahamn on Karolinas (4776) are all larger than the only urban settlement in the southern range: Carls Nybygge (4210). The headquarters of Fisks are located here, which makes it the capital of the territory. Askershus (2091) is a mixed urban and rural settlement.

Society and demographics

The southern islands have just over 10,000 inhabitants registered under Fisks Handelsbolag. Many of these citizens are minority (nominal) shareholders of the company, but this is not the case with citizens of mixed blood. Society and company have merged into one unit, where the company leadership assigns tasks to its citizens. It is estimated that about 12,000 unregistered indigenous people live on the islands, mostly in primitive local tribes in the rainforests, surviving by hunting and gathering. These natives practice the Chi religion and are more and more identified under that name as well.

The northern islands have 93,000 inhabitants, but apart from the ruling class and its military representation, these are mainly registered citizens of mixed descent. Although most of these are registered stim members, they are deprived of basic voting rights as is present on the southern islands. Besides the official population, an estimated 20-25,000 indigenous people live outside the established areas of control.

Unregistered residents have no legal rights on the islands. This goes for renegade settlers that are living outside the settlements, illegal settlers from Helreich, Auresia and Halland, as well as the indigenous people of the islands. It is estimated that about 2500 more people live on the islands under these circumstances. Fisks Handelsbolag considers itself to govern also over these unregistered people, which in practical terms has led to imprisonment and serfdom. However, a large part of the indigenous people are left alone in their own villages outside the settlements.

Kakuri people

A separate group is formed by the Kakuri people that live in the Eastern Crown Domains, federal military training ground. Since a large part of this ethnic minority is registered at Fjällsta Stift, they can no longer be considered to be governed by Fisks. Until 7576 they were among the unregistered population of Fisks.

Indigenous ethnic and language minorities

The indigenous population of Gilles Karolinas all belong to the Mizust ethnicity and speak a Pacherok language. On Gilles Henkes this population is present as well (speaking a different Pacherok language), but there are also settlements of Izmotal people speaking a Panotacani language.

The Izmotal etnicity is also present on the southern islands Askers, Carls, Villes and Cillas. All four groups speak a different Panotacani language, although they seem to be interintelligeble between the people of Carls and Villes. These people follow the Chi religion.

Most natives of Gilles Askers however belong to the Hueiwei ethnicity, speaking their own dialects of Bawanesi on the individual islands. Hueiwei are also present on Gilles Carls, where they serve in Fisks' households and the military.

Most of these minorities are not listed as residents and don't have an official status in Fisks. On the northern islands the minority population is estimated at over 80,000 people, on the southern islands about 12,000. The Association Act of 7575 and the statehood of the Kakuri in 7578 have served as a wake-up call for the Fisks administration to address the situation.

Government and politics

Fisks has 7 national subdivisions called Gille, officially company units but in reality a combination of stims, sockens, free towns and company divisions. Besides that there are 5 so-called Ö-stim (island stims) which are self governing, but don't have representation at the national level. Given its size, Gilles Villes also is lacking permanent representation.

Within the gille the public amenities are being dealt with by socken (in some cases stims) and directly by company divisions. Each socken is governed in a traditional Orkanan way, where a balance between the different stims is crucial for the well-being of the community.

The executive government of Fisks therefore consists of 6 members, one representing each gille. In 7579 a 7th member was added as a permanent liaison for federal affairs. This Federal Secretary is delegated from the government in Östvallen.

For reasons of practicality, the southern island groups are administered by an extended executive board of 5 members, while the northern island groups have their own executive board, also with 5 members.

The socken leaders also function as judges in criminal laws. Conflicts in the area of civil law are dealt with by the stim's alf if it is between stim members, and socken leaders if it is between different stims. In the rare case of a conflict between members of different sockens, the company board has served as judicial court. This effectively means that the company board formulates common law on the base of the cases it takes up.

The islands officially have around 72,000 registered inhabitants, of which over 7,600 serve in the military. Beside that there are living around 33,000 immigrant workers on the northern islands, as well as 88,000 unregistered indigenous people. Both these groups are tolerated, but don't have any rights. Immigrant workers are often connected to a stim (but not members) or directly to a manufacturing company. This situation is labeled as slavery by many Anarian nations, but Fisks calls these unnaccounted inhabitants "voluntary working guests without a nationality".

Eastern Crown Domain

Early 7576 a large part of Gilles Carls was designated Eastern Crown Domain with its jurisdiction handed over to the federal government. The unexploited territory is set aside as training ground for federal forces who will help in defence tasks with Fisks. The domain is managed as a part of the Royal Court of Vittmark. Fisks has given an indefinite free lease on the ground to the federal government.

The domain is the living area of the Kakuri people, a culture unrelated to other indigeonous people on the southern islands. Most of the population has been registered at Fjällsta Stift, which makes them Vittmarker citizens. This precarious situation has led to a practical agreement that citizens of Fisks are not allowed to enter the domain unless invited, while the Kakuri people do not set foot on land administered by Fisks, except for 5-7 designated emissaries and their consorts.

Foreign relations and armed forces

A rather large part of the registered population are part of the armed services of Fisks. These serve as police force in the settlements, strictly military functions as coastguard but even as officers assigned to the merchant fleet. This way, there is no difference between the commercial and military fleets anymore, since every vessel is equipped to defend its sovereignty. 30% of the registered citizens are assigned to (semi)military tasks, which is just over half of the able working force of the islands.

Since early 7570 Vittmarker military liaisons are stationed on Fisks. They represent federal rule on the island, but do not execute any power in practical terms. There have been no cases in court yet that have been appealed to the federal court, a possibility that has come with the inclusion into Vittmark. The federal presence was intensified in after 7578.

Economy

It is difficult to estimate the extent of the economy of Fisks for two particular reasons. Most of the economy of Fisks takes place outside the territory, through the national trading fleet of six vessels. Much of the cargo involved never lands in Fisks and the Trading Company keeps its turnover secret.

The other complicating factor is the habit of payment in kind. Most of the raw materials and products get used within the company through payment in kind, which makes it hard to calculate the national production in monetary terms. For example, farmers get paid with building material, while foresters get paid with food and accomodation. These trades are not registered in a monetary way, but just as goods trades of equal value.

It is therefore estimated that the actual income generated on the islands themselves is rather limited. There is surplus in agricultural production as well as forestry in the south, but that is transported mainly to the more populous north. Carls has a surplus in dried fish and meat products, but these are also shipped to the northern islands and not exported.

Production in the north is mainly about company requirements (food, clothes, spare parts, paper, packaging) and local consumption (same, but also building material). Industrial activities in the south consist of sawmills and food conservation workshops. On Askers a large installation produces natural gas.

Main colonial export products include cocoa from plantations on Cillas, Carls and Villes, fragrance from Thores and spices from Askers. Spices commonly cultivated and harvested include allspice, black pepper, cinnamon, clove, nutmeg and white pepper.

Shipping registry

The Fisks shipping registry is separate from that of Vittmark. Contrary to all commercial, fishing and military vessels from mainland Vittmark which were forced into a joint registry in 7565, Fisks has negotiated an exception when they joined the federation. As a result, the Fisks shipping registry operates seperately from that of Vittmark.

The six large cargo vessels double as military ships as well. The cargo carriers are heavily armed, since Fisks lacks a separate navy. One could see Fisks' main vessels as a navy with cargo capacity as well. The sheer size of the vessels make them a feared appearance in the Shiangti and even Anarian navies seem to be impressed by the "Fisks Six" as the ships are nicknamed. The FHH Blåker challenged the Aedelish navy near the port of Aerilar in 7574, during the conference which led to the Straits Cartel.

Besides the six large commercial vessels from Fisks and the local fishing fleet, more and more mainland Vittmarker vessels have applied for registry at Fisks. This mainly includes cargo vessels with Östvallen and Kletudde as port of call, who by registering in Fisks try to circumvene the trade articles from the Treaty of Nisipari. Fisks is not bound by the article regulating the Port Concessions of Vittmark and can therefore trade freely with Anarian partners.

Since early 7575 both the Vittmarker and Fisks commercial fleets are allowed to use the northern crossing through the coastal waters of The Bind in order to reach the Stolvic Ocean. This agreement makes it possible to circumvene the Chalim Straits and Cornack Passage which are bound by the Common Tariff. Both fleets are therefore the only commercial vessels to sail between Anaria and Stoldavia on one side and the eastern coast of Altaia on the other without contributing to the tarrifs. Due to Auresia and Anisora leaving the Straits Cartel in 7579, the equatorial rout became an option again.
