Admiral Lorenz Saller presented the Framework to Duke Gunther Luitger in an ultimatum during the Preservationist Coup in 7545. After two days, the Duke finally signed the Framework on July 2, 7545. Thereupon, Saller became the first Autokrat.

§ 9: The Republic shall raise the necessary monies and resources to fulfill its duties, responsibilities, and obligations by means in accordance with law.

§ 10: Transitional Provisions.

a: Subject to the provisions of this Framework, every person who held public office before the effective date of this Framework shall, on its commencement, hold the like office in public service under the same terms of service unless modified by law.
(1) With immediate effect, the reigning Duke of Stachelort renounces his sovereignty, jurisdiction, power, and authority over the state and its citizens and residents, territories, affairs, and organs, with such ceding to the Autokrat.
(2) Other nobles in vassalage may continue their office with obligation to the Autokrat until supplanted by civil authority or forfeit their office, and all its appurtenances, with immediate effect.
b: Property held by governing authorities in the furtherance of governance before this Framework shall vest in the Republic of Stachelort. Property held personally by governing officials shall not be forfeit except by law.
c: All existing laws shall continue in force on and after the commencement of this Framework so long as such laws are consistent with this Framework unless rescinded or revised by proper authority.
d: Consistent with the provisions of this Framework, obligations of record on the governing authorities existing before the Framework takes effect shall confer upon its effect to the succeeding like authorities.
