The government of the Auresian Empire - formally addressed as the Curia Imperiale and also known as His Majesty's Government - is the semi-constitutional monarchical system governing the Empire. The organs of state are headquartered in the Imperial capital of Cedelphia. Its various ministries and bureaux are responsible for overseeing the conduct of government business, the enforcement of law and regulation, the representation of the Empire abroad, and the defence of the land. It is the hub of the political system of the Empire.

All aspects of the business conducted by the Curia and all relevant affairs are regulated according to the statues and laws of the Imperial Book of Codes.

History

The Dynast Sovereign

At its pinnacle, the Empire and its government are led by the Dynast Sovereign, a hereditary descendant of the House of Alexandros and of the lineage of a line that stretches back to the Dynast Father himself. The Sovereign is a strong one, responsible for advising and cautioning the political officials of the realm as necessary, and likewise acting to protect the greater interests of the nation in serious circumstances. The present occupant of the Golden Lion Throne is Cephorus Maximilianos Alexanros, Sixty-Fifth Dynast Sovereign of Auresia, who has reigned since April 7567.

It is understood by all who serve in high office in the Empire that they are the servants of the Sovereign and serve at the Imperial pleasure. Tradition and constitutional practice provides the Sovereign with several tools that aids them in their ability to establish this point. Among these is a provision that if Parliament is hung and no party can form a majority or coalition government, they can select a prime minister and instruct them to form a minority government. A strict interpretation of constitutional tradition states that the monarch is not required to accept a prime minister even if they command a majority. In practice, Parliament could seek to refuse to accept any candidate, creating an impasse that would paralyze government completely.

In addition, constitutional practice recognizes a wide range of executive powers that the Sovereign can exercise without regard to elected government, collectively referred to as the “Imperial Prerogative”. The Prerogative is related to several areas of concern to the Empire, including the conduct of foreign affairs, defense, and national security. Most Sovereigns maintain the tradition of soliciting the advice of their prime ministers and the Council of Ministers, and rarely exercise Imperial Prerogative in opposition to the will of government. The Sovereign also has sole power to approve or veto all bills, to summon a new prime minister after elections, and dissolve the legislature and call for new elections if requested.

The Imperial Parliament is bicameral, with an upper house - the House of Lords, and a lower house - the House of Delegates. Legislation may be introduced in either house. Measures pass in either house by simple majority vote (50% plus 1).

The House of Lords

As the upper chamber of parliament, the House of Lords (Auresian: Camera di Signori) serves as the "chamber of representation for regional and propertied interests" and is known as the "chamber of sober reflection". Its 320 seats are divided between 80 hereditary and 240 life peers, with the seats of the former being passed to that peer's heir upon their passing, and the seats of the latter being filled by other life peers nominated by the membership of the House.

It serves as the "chamber of representation of the people and their communities" and is known as the "chamber of the people".
