According to the Framework of the Republic of Stachelort, the country's constitution, government in Stachelort is vested in the Autokrat, the Council of Ministers, the State Assembly, and the Supreme Court at the national level. The Autokrat and Council of Ministers comprise Stachelort's executive branch of government with the Supreme Court as the judiciary. The State Assembly is a parliamentary body with limited authority.

The Autokrat is both head of state and head of government. He appoints the various ministers, justices of the Supreme Court, and the superintendents of marches and intendents of boroughs. The Autokrat has virtually limitless authority.

Nikolo Lusky is the third and current Autokrat. He began his tenure on April 24, 7573.

Council of Ministers

Membership of the Council of Ministers includes the Ministers, the Chancellor, who is similar to a prime minister or first minister, the Commandants of the branches of the military services (navy, army, and sky armada), and the Protector of Stachelort D'Runia. The Council of Ministers serves to advise the Autokrat and to select his successor when constitutionally called for.

Each Minister has responsibility for a particular aspect of governance, known as his competency.

  • Finance—state treasury, revenues (taxes and customs duties), and expenses

  • Geology—gothan sciences, raw materials, mining
  • Health—public health and medicine

  • Labor—employment
  • Marine—fisheries, ocean resources, navigable waterways, ports
  • State—interior security, border protection, intra-governmental affairs, administration and logistics
  • Trade—domestic and international commerce, tariffs, guilds, patents, trademarks, copyrights
  • Transport—roads, railways, aerodromes

State Assembly

Citizens elect the 300 members of the State Assembly. The Autokrat appoints a President of the Assembly who votes only to break a tie. The allocation of elected seats is:

  • 272 seats, 1 per geo-populational constituency (approximately 108,345 people)
  •   12 seats, 2 per march
  •   12 seats, 2 per borough
  •     2 seats for Seetor as the national capital
  •     2 seats for Stachelort D'Runia

State Economic Commission

Overseeing the economy is the State Economic Commission (Stoldish: Staatliche Wirtschaftskommission), or SWK. The Commission consists of the 18 members of the Council of Ministers and 18 representatives each from the Chamber of Guilds and the Syndicate of Industry. For practical purposes, the 18-member Presidium of the SWK directs day-to-day activities of the commission, with the full SWK taking decisions regarding overall policy and planning for economic wellbeing. The SWK is responsible for prioritizing economic efforts, setting of production targets, resource allocation, and performance monitoring.


The Supreme Court of Stachelort is the highest court and has jurisdiction in any matter it sees fit to consider. There are nine Justices of the Supreme Court. The Autokrat fills vacancies by appointment. Justices serve for life unless removed for incapacity or treason.

Separate, but parallel court systems adjudicate civil and criminal matters. The court of first instance is the ordinary court, which may conduct trials for minor matters. More serious accusations found to have merit in the ordinary court go to trial in the superior court, which also hears appeals of decisions taken in a subordinate ordinary court. Appeals for verdicts of the superior court are considered by a tribunal in the tribunal court. The Supreme Court may consider appeals from a tribunal court at their discretion.

Each military service has a military court system comprised of courts-martial and superior courts-martial. A senior military officer of flag rank convenes a court-martial for trials in matters pertaining to serious breeches of military law.


The Civil Militia (Stoldish: Zivilmiliz) provides general police services throughout the country. These services include patrols to maintain law and order, promote public safety and crime prevention, and investigations to identify criminals and bring them to justice. The Civil Militia operates under the auspices of the State Ministry. Founded in 7283 RH, the Civil Militia is Stachelort's oldest police service.

Finance Guardians see to the prevention of economic crimes, investigations into currency counterfeiting, and the security of Stachelort's banking system. It also enforces tax collection laws. The agency is independent, operating under the direction of the Finance Tribunal.

Chartered by the Framework, the State Protection Service (Stoldish: Schutzdienst Stachelort, or SDS) has responsibility for the prevention of treason, civil unrest, organized crime, and other matters prejudicial to the efficient functioning of government. The SDS is an independent service which reports directly to the Autokrat.

The Waterways Watch (Stoldish: Wasserwache) operates under the Marine Ministry but may be subordinated to the Navy during times of war or crisis. The agency serves to enforce maritime laws, fisheries regulations, and the maintenance of aids to navigation. It also provides lifesaving services in coastal areas and navigable waterways.

Rangers of the Countryside Overseer Service (Stoldish: Ländlichaufsehersdienst) ensure the protection of natural resources. The enforce regulations concerning wildlife conservation and safeguarding of forests. The agency is part of the Agriculture Ministry.

Security of the post, telephone, and telegraph services is the primary purpose of the Post Protection Service (Stoldish: Postschutzdienst). The Knowledge Ministry administers the agency.

For protection of transport coach lines, street cars, and railways, the Transport Protection Service (Stoldish: Verkherswahrungsdienst) came into service in 7319. The agency is part of the Trade Ministry.

The Customs Border Guards (Stoldish: Zollgrenzschutz) provide security along Stachelort's borders and see to the collection of customs duties and tariffs. They also enforce immigration regulations. The agency is independent, operating under the auspices of Customs Border Tribunal with one member each appointed by the Autokrat, State Minister, and Trade Minister.

Administrative divisions

Below the national level, administrative divisions serve to facilitate governance, largely as subordinate elements of the national government. In essence, they administer national policies at their local level, which may include some local nuance, but is generally not unique or on its own initiative. The system of subnational divisions is hierarchical, with the exception of the national capital, Seetor, which is semi-autonomous.

There are 6 marches (Stoldish: Mark): Brücht, Hoystraland, Leefit, Nesterland, Nordrisland,and Vestanfell. The march is the first level of administrative divisions. Each march is overseen by a superintendent.


Considered as on parity with a march, there are 6 boroughs (Stoldish: Stadtgemeinde): Besterhaven, Doppeltzufluchten, Golfherberge, Höfenborg, Lekkersing, and Seetor. An intendent directs the borough's governance.


Within each march, the next subdivisional level is the province (Stoldish: Provinz, plural Provinzen). Administered by a magistrate, there are a total of 42 provinces.


Subordinate to the province are a number of districts (Stoldish: Bezirk, plural Bezirke), each administered by a governor. There are 92 districts in all.


Below the districts are municipal areas of cities, towns, and villages.


Stachelort has one colony: the Protectorate of Stachelort D'Runia. The protectorate is a dependency of Stachelort in that it does not conduct its own foreign affairs. It is administered semi-autonomously by the Protector, who is appointed by the Autokrat. As a dependency, the colony does have 2 seats on the State Assembly. While it has its own Territorial Army, it depends on Stachelort for military defense.
