The Häverist Commonhold of Helland, or more commonly known as Helreich, is a Commonhold of the Stolvic Häverist Commonwealth located on the southern peninsula of Stoldavia, touching and having access to both the Stolvic Ocean to its east and the XXXX Sea to its west. Helreich today is viewed upon negatively resulting from the events of the Pan-Anarian War, but since the war, Helreich has made leaps with government, ruling ideology, and in its economic system and has risen once again establishing its place among the major powers of Anaria. Since the Häverist-Wolgos War from 7554-7556, Helreich has founded the Stolvic Häverist Commonwealth and has been the leading member and driver of it. The Stolvic Häverist Commonwealth serves as the transnational government of all Häverist Commonholds within the Commonwealth.

Matthias Reisenburg is the current appointed Anführer. Ethnically, Helreich has always been a nation dominated by the Dölmer people, united by Fredrick Varen of Thronreich in 6910rh, the Dölmer people, and more particularly the Hellish people have prospered and eventually formed one of the prominent empires of the world under the great Kaisers of the four royal families.

The Häverist government has been in power for only 96 years, founded by Peter Häver in 7473. The system of government set up is defined by almost absolute governmental power and minimal checks and balances for the sake of speed, decisiveness, and efficiency. Helreich follows the Häverist philosophy which is often regarded by their followers as the best for a long-lasting, efficient, and sustainable society, due to their strong focus on progress. Since its founding, Häverism has spread to the ex-colonies of former, imperial Helreich such as New Stoldavia, along with spread north into the fragments of the Kingdom of Mörenburg that was caused by the Pan-Anarian War's end.

History

Prehistory

The oldest trace of human habitation in Helreich was over 25 thousand years ago during the first wave of humanity's migration into Anaria. Evidence suggests that the peoples who would eventually become that of the Dölmer migrated from central Davai to cross over the Ziemian land bridge into Jørveh and eventually to central and eastern Stoldavia. Permanent settlement appears first from this Anario-Jørveh group in tribal settlements all across Stoldavia.

Around 15 thousand years ago, the agricultural Anario-Biazriite, a subgroup of the Anario-Tharnians, moved from what is now known as the Scavland through the Cheltai Isles to settle in along the Opalring of Helreich. With the coming of the Anario-Biazriite came agricultural practices not known to the people of southern and central Stoldavia and resulted in an explosion in population and the further expansion of the Anario-Biazriite into the Nester Isles to the east and to the west into the Cheltai Isles.

The mixing of Anario-Jørveh and Anario-Biazriite cultures is what formed today's Dölmer people who inhabit the majority of Stoldavia.

Orkanan Realm of Stoldavia

With the formal formation of the Orkanan Realm of Stoldavia in 5091RH, Skiöldavik expanded south, west, and in the name of Fyrirhugun Orkanan and Vind. From 5091RH to 5124RH, the Orkanan Realm of Stoldavia expanded to where the modern border of Helreich is today with its Här (army), incorporating kingdom after kingdom into the Orkanan Realm and setting up fiefdoms under the orange and purple banner of the Orkanan Realm. The conquest of the many petty kingdoms of Helreich took 24 years with the Orkanan Realm promoting countless political marriages to newly formed dependencies, and manipulating various petty kingdoms to fight one another, saving the forces of the Här for future consolidation of Helreich and Mörenburg.

With the conquest of Helreich and later Mörenburg, the Orkanan Realm brought the Orkanan civilization with it. The [[Stoldavic crop rotation |Orkanan crop rotation]], roads, architecture, religion and culture spread rapidly and contributed to the successful integration of the petty kingdoms of Helreich into the Orkanan Realm.

Religion prior to Orkanan's arrival was of pagan beliefs with star-worshipping aspects. Stone formations that lined up the stars and acted as calendars dotted the landscape. The success of the Orkanan crop rotation played a major role in the spread of Fyrirhugun Orkanan within Helreich. Orkanan culture became the dominant culture of the lands of Helreich by 5400rh with many plays and songs from Skiöldavik being played in many settlements.

The Här stationed within the lands of Helreich constructed series of straight and efficient road networks, more efficiently connecting the Orkanan-backed Kingdoms of Helreich to Skiöldavik. These well constructed roads would later be used for the Greater Stoldavic Empire hundreds of years later due to their reliability and easy maintenance. Also by connecting of the southern kindoms to Skiöldavik, Skiöldavik saw an influx of ideas and goods from the south, often coming from maritime trade with kingdoms of the Anarian mainland.

Feudal Helland

The lands of Helreich experienced years of peace and stability under the rule of the Orkanan Realm, but following the collapse of the Orkanan Realm of Stoldavia in 5713rh, the lands of Helland experienced centuries of conflict between the noble houses of Helland.

The Greater Stoldavic Empire

In 6934, Prince Råger of Mellanhand declared the establishment of the second Stoldavic Empire in the north after a series of military and political moves that united the kingdoms of modern day Vittmark and surrounding regions. Following this establishment, the north spread out in years of conquest, absorbing the surrounding kingdoms and making its way south, east, and west. In 6940rh, the Kingdom of Thronreich sought to align itself with the new Stoldavic Empire through the marriage of Princess Caroline Varen to Prince Råger of Mellanhand and use the alliance with the North to unite the lands of southern Stoldavia, or modern day Helreich. With the help of the North, after 2 years of war and conquest within Helreich, Helreich was united under one banner and a Kingdom within the Greater Stoldavic Empire.

Because of its size, power, and location on the Stoldavic continent, Helreich was an essential nation for the Greater Stoldavic Empire and because of this, the marriage between Caroline and Råger also seeded Helreich’s place as being the anchor of the Greater Stoldavic Empire’s power in the south and the Reik River basin. Following the marriage, a dual capital was made for the Empire in the city of Hoffnung to govern the South of the Empire and to establish the mutualism between the Östervallen and Hoffnung.

During the next 200 years, Helreich and the South prospered through the alliance with the North and being close to the center of Greater Stoldavic Empire’s politics. Helreich served as a “Door” to the rest of Anaria, with its ports becoming a major trading centers and being in close proximity with other non-Stoldavian nations of Anaria. As a result to its location in the south and its connections, Helreich saw a 200 year long ‘Golden Age’ and cultural renaissance.

Along with being the heart of trade between Anaria and the Greater Stoldavian Empire, Helreich served as a main contributor to the navy of the Greater Stoldavian Empire, providing and supplying 70% of the naval power of the Empire. Because of its prominence in naval power, Helreich served as the center of exploration and colonial efforts of the Greater Stoldavian Empire that explored the oceans and lands of Gotha and colonize lands such as New Stoldavia and New Grönmark under the flag of the Greater Stoldavic Empire.

The Great Schism of Orkanan

During the years of being included with the Greater Stoldavic Empire, Helreich’s people experienced a gradual separation of beliefs compared to those of the North. Due to the writings of Ludwig Volker and the expanding respect of science and discovery within the South, the belief in Stellist-Orkanan became wide-spread, even became the denomination of Orkanan that Prince Ferdinand (Last name of the kingdom of the north), son of the King, believed in. This change was gradual but by the year 7151, over 75% of Helreich was Stellist-Orkanists. Because of this, there were religious confrontations with the North and the rest of Orkanan, sometimes leading to bloodshed through the murder of ’’Stond’’ heads.

In 7151, Helreich under the leadership of Prince Ferdinand (The surname of the kings of the north), declared Stellist-Orkanan as the official religion of the state, leading to much outcry from the rest of the Greater Stoldavic Empire. With this declaration was the declaration of plans to build the great Temples of Osser along side the ancient ruins of the Pyramids of Siri of the (Ancient Atlantean Civilization). Considered an act of heresy from the North, the North mobilized an Orkanan crusade against the Stellists of Helreich.

A civil war between the Stellist-Orkanan Helreich and the traditional Orkanists of the rest of the Stoldavia. After the declaration of crusade against Stellist-Orkanan by (____Some religious leader of the North___), the lands of Helreich seceded from the Greater Stoldavic Empire and declared the formation of the Empire of Helland. The civil war that ensued lasted 5 years and ended with the successful secession of Helreich from the second Stoldavic empire after the siege and burning of ______ in the North. The Greater Stoldavic Empire crumbled following the damages of the civil war, eventually breaking up into many smaller kingdoms which many remain today.

The Empire of Helland

Following the secession of Helreich from the Greater Stoldavic Empire, Prince Ferdinand (____Some religious leader of the North___) took the name of Varen declaring his bloodline, the historic name of the Maria Varen who married Råger of Mellanhand at the foundations of the Greater Stoldavic Empire, and declared himself Kaiser of the Empire of Helland.

The Empire of Helland retained its power and position as major power throughout its existence; until the events of the Pan-Anarian War.

The Tandem Wars

Road to Revolution

During the events of the Tandem Wars, a new movement was seeded throughout the Empire and prospered with the turmoil from the turmoil and devastating losses during the war. With events from the 8 year-long war along with a previous 3 year long war, including invasion, coastal bombardment, and naval blockades, many citizens were left in poverty caused from the extravagant costs of the two major wars. During the height of the latest conflict of 7465-7473, a meeting of many of the brilliant minds of Helreich and the Empire met in Ostburg to discuss the possibilities of succession of Thronreich and Ayern due to loss of support for the war and the Kaiser's reluctance to withdraw Helreich from the war. The idea of a replacement of government was addressed by Häverist supporter Bernhard Eberhart, stating that the main reason why the Dölmer people of Helland were in the war was because of the inefficiencies of both the established monarchy, and the Stockist system which created the poverty through the need to further fund the war. His ideas of the replacement of the monarch was discarded on the third day of the meetings after an address from the Kaiser stated that the meetings in Ostburg were seditious, forcing all of the members who attended underground into hiding, or were eventually captured and drawn and quartered for treason.

As a result of the Kaiser's actions, those who escaped capture started the planning for the removal of Kaiser Frederick Sävert III behind closed doors. The problem was agreed upon unanimously by the surviving leaders of the Ostburg Meetings to lie with the monarchs and the grip the Stockist system had over the majority.

Peter Häver in 7457, understanding the cause of the suffering of his people, wrote the famous "Future of Humanity and Helland" or now commonly known as the "Häverist Manifesto". The manifesto was printed and distributed, gaining readers and supporters. Peter Häver, stated that the Monarch and his support for Stockist system was destroying the Dölmer people and its productivity, along with their future. Poverty rose as the Helreich continuously attempted to afford its war efforts. Hundreds of thousands were left starving despite working for the war effort. During this time period multiple riots and rebellions took place across the empire. These factors lead the way for Peter Häver's ideas to rise, and along with himself and his supporters, such as Bernhard Eberhart, to power and starting of the Decemberist Revolution in 7473RH. With the war looking bleaker to the people, and poor living conditions and famine at an all-time high, protests broke out by the working class and the homeless with their families. Häverism at this point became a common house-hold topic throughout the Empire.

Economic Collapse and Growth of Rebellion

As the war with (Side B) continued, economic strains from over exhausting the infrastructure and Hellish capability to keep up with the war effort. With the Crown increasing the demand for supplies, raw material, and military machinery; along with the Crown's lack of funds to support the war efforts, businesses and manufacturers were receiving little profit. With the drops of profit in the majority of businesses in the Hellish Empire, prices of common commodities increased dramatically as businesses struggled to keep their operations running. Wage-cuts and lay-offs was a common trend of the times, leaving unemployment to increase as the war continued. With the Crown financially unable to keep up, taxes too increased dramatically on many aspects in daily life. With these trends happening and progressively getting worse as every year went by in the war, costs on the working class was too much leaving countless families into poverty and many unemployed. Many of the unemployed and their families became economic refugees moving out of cities and towns and setting up "refugee camps" on the countryside to avoid taxation. By 7471, the Empire was in an economic crisis that eventually led to the Crown's passing of the Dolberg Land Act of 7471: an act that allowed for the privatization of the Kaiser's land for revenue (The lands in which large numbers of economic refugees had sought refuge).

In 7471, Kaiser Frederick Sävert III ordered the removal of the economic refugees from the former Crown land. Resisting the Kaiser's demands for them to abandon their last place of refuge for them, the situation got out of control on October 3rd, 7471 when the Starkkron Conglomerate, aided by government troops, forcibly removed 3,500 economic refugees and arrested the leaders of the camps and tried them on "Crimes Against the Crown" by avoiding Royal Taxes and for long-term trespassing on royal land. 263 ended up dead after resisting eviction and arrest.

The Decemberist Revolution

On October 7th, 7472, violence broke out in the city of Südentor over distribution of food within the marketplace district of the city. Crowds of factory workers and their families flooded the marketplace and during public protest and during their protest, violence was sparked as a man was shot. The truth on what happened is unknown about who fired the shot and why, and still is a topic of discussion and controversy today. Police opened fired on the protesters, including women and children. This event, the "Südentor Marketplace Massacre", sparked protest and eventually revolutionary and "seditious" movements against the Crown and established monarchies across Helland.

The most prominent movement was that of the "Decemberist Movement", lead by Peter Häver. Drawing supporters from the "Common Class" and the significant numbers of poverty-stricken families across the country.

By December 24th, the Decemberist Movement was successful in the siege of Hoffnung and the killing of Kaiser Frederick Sävert III by his close advisor Wilhelm Reisenburg III, an infamous betrayal, and the seizing of the Kaiser's family. Removed from power, the Decemberist Movement’s leaders, led by Peter Häver, set up a temporary government on January 2nd, announcing the removal of the monarchy, and the setting up of a new government, following the ideals of Peter Häver.

After the events of the Decemberist Revolution, the newly established national government announced the immediate withdrawal from the war, and mostly declaring an end to fighting on all Hellish fronts. With the Hellish out of the war, (SIDE A) suffered a tremendous loss.

New Häverist State

Following the Decemberist Revolution and the withdrawal from the war, the people sought to rebuild Helreich, but also recreate Helreich. With the Decemberists in power, Häverism was the most influential ideology throughout the reform period. Through various campaigns, hundreds of speeches, the majority of the citizens of Helreich proclaimed the transformation from the temporary government to a new Häverist government through open forum.

With the official establishment of the Häverist government, nation-wide efforts were made by the government to rebuild the wrecked nation. Under the guidance of the Anführer and the national Gründer, the inclusion of Peter Häver's ideals of sustainable, long lasting, equitable development were implemented on a national level. Where towns and cities experienced heavy battle damages, newly created proto-urbanates and agrinates were built, the rebuilding process was planned by the intellectuals of the nation for the creation of the most efficient society and to help implement their future goal of creating a new form of economics for the newly created Häverist nation, energy accounting and the utilization of the Distribution Apparatus.

The Declaration of Total Häverism came on April 4th, 7492rh, the day that the people of Helreich gathered for the enacting of the national Distribution Apparatus. Refined after years of testing in isolated proto-urbanates and in traditional towns and cities, the Distribution Apparatus was officially established nationwide.

Pan-Anarian War

At Home

Became a wartime economy and and dealt with what is now called "scarcity industrialism"

As the war progressed and Helreich's petroleum shipping lanes were cut off by Auresia in the Hattaro Straits and Aedeland in the north, effectively cutting off Helreich's supply of its inexpensive energy. This caused a major shift in energy supply for the Hellish navy along with many cities. Petroleum was thought to be a plentiful fuel source for the preceding decade, but that image was shattered as new oil fields could not be found and Anat Tahan petroleum continued to be attacked leading to many oil spills of the coast of the Hattaro Straits and northern Thultania.

While it suffered a major loss from its loss of access to petroleum, Hellish privateer forces were sent to harass Auresian coal shipments from its colony Ephesus.

As the war continued, Hellish society adjusted to the changing dynamics of life with expensive energy and resources (as the military got priority with both energy and resources). This shift including an entire geo-economic shift in where people lived and how energy and resources were used. Populations shifted towards high density living in cities/urbanates and eventually agrinates. The expensive energy costs also sparked a renaissance of thermodynamic-conscious designs. Industries were forced to content with the limitations the war gave by implementing cradle-to-cradle designs that focused on the conservation and reusability of resources.

As a consequence of the flux of people moving towards cities/urbanates and agrinates, isolated and rural towns were largely abandoned by their inhabitants as they were energy-expensive to connect to the rest of the economy and offered little in employment. This shift created two distinct cultures that define the nation, the pro-urban, energy and resource efficient, urbanites, and those of who decided to remain on the countryside who developed a self sufficient, independent, pseudo-frontiersmen.

Establishment of the Stolvic Häverist Commonwealth

Helreich, since the establishment of the Stolvic Häverist Commonwealth, has experienced a period of growth and prosperity as it grew into its new empire. With the removal of the Wolgos from Mörenburg by Hellish forces, Mörenburg had fallen under Häverist influence with the establishment of the Häverist-led government in 7554RH. Also in the ending years of the war, Helreich found itself in possession of the Wolgos homeland and created it into the new Häverist state of Rissland. As a result, Helreich experienced one of the highest economic growth rates in Anaria while heavy economic development was seen in Mörenburg, New Hapsburg, and most of all Rissland. Population growth within the newly created Stolvic Häverist Commonwealth increased dramatically with the end of the 50-year long Pan-Anarian War. Death rates decreased significantly while life expectancy increased with the end of the war. Much of the growing population needed to travel to other Häverist Commonholds within the Commonwealth in order to find work, further increasing the rate in which Mörenburg, Rissland, and New Hapsburg grew.

Government and politics

Founded on the ideology founded by Peter Häver in 7457 RH (which eventually led to the Decemberist Revolution and the formation of the Häverist Commonhold of Helreich January 2, 7473RH), the Häverist Commonhold of Helreich government is built around the principles of long-term efficiency and sustainability of a society. Split into separate tiers, the government of Helreich is set up for maximum efficiency and sustainability while creating high living standards for all through careful analysis and design.

Created to replace the monarchy that had plagued Helreich for centuries. The common viewpoint within Helreich on government shifted power from the nobility and rich, to the intellectuals for the betterment of the people. Häverism is seen as the next logical step for mankind, to progress at all levels.

Häverist philosophy and ideas support the creation of a governing body that can monitor, analyze, and improve certain aspects of Hellish society. Local Urbanate and Agrinate councils and public forums remain the center of decision making in government. The use of forums allow the government to monitor problems within society, the councils analyze potential solutions to problems through the use of science and technology. If the problem is of large enough in scope, then the problem is given to the national Gründer, the nation's elite legislative body that is made up of specialists of almost every field. At the top as the enforcer of national and Stolvic Häverist Commonwealth laws is the Anführer. He is appointed by the Gründer to lead the nation, and as a result chooses the best way to solve the most important problems and issues through organizing the nation's and Commonwealth's resources.

Executive power of the Stolvic Häverist Commonwealth and the Häverist Commonhold of Helreich is vested in the Anführer, who acts as the head of government and head of state. Appointed by the Commonwealth Gründer for terms of two years, the Anführer may only retain his power through Commonwealth Gründer approval. If the majority of the Gründer refuses to renew his term, the Anführer must stand down. If the National Gründer does not reappoint the Anführer, the Volksforum may vote to have him retain his position if a supermajority votes for them to retain their position.. When in power, the Anführer has near limitless political power as long as it does not interfere with the laws given by the Articles of the Häverist Commonhold of Helland.

The Anführer is the chief executive officer of the nation and is responsible for co-creating and enforcing the rule of law. The Anführer is also the commander in chief of military forces during times of war.

The Anführer's legislative powers are equal of that of the National Gründer and cannot pass laws without majority approval from them, and vice versa.

The Anführer's military authority is near absolute during times of war, but is limited in times of peace with a Volksforum appointed civilian-council sharing 50% of military command. This division of military command was created within the first 20 years of the creation of the Häverist State as a method of regulating the powers of the Anführer and to check his power, and vice versa.

National Gründer

The National Gründer (Stoldisch:Founders) are the main decision making body of the Häverist Commonhold of Helland and are responsible for the daily continuation of the functions of Helreich. Chosen for their unique specialties in different fields along with analysis and scientific backgrounds, members of the National Gründer are trained for the construction of a better society for all along with progressing the Hellish people in all fields. Most projects stem off from daily operations of the Gründer, including everything from commerce transport to construction of new dams and power plants, to construction and reconstruction of civilian population centers for raised standards of living for all and for a more sustainable style.

The National Gründer is the main legislator and administrative body of the nation. It is responsible for co-creating laws.

The National Gründer's legislative powers are equal of that of the Anführer's and cannot pass laws without approval from him, and vice versa.

The National Gründer also has the responsibility of maintaining a portion of the Commonhold's military during times of peace. Top ranking Krieger Rates often serve in the National Gründer and can hold command of specific Heerscharen in times of peace.

Volksforum

The People's Forum

The Volksforum is the governmental body that is responsible for balancing the power between the Anführer and the National Gründer. The Volksforum is made up of elected citizens of the Commonhold who have the proper education to qualify. Although they do not have any power to pass laws or command military, the Volksforum serves as a regulatory body and has many special powers such as approving nominations for National Gründer members and the Anführer. They also have the special ability to allow for the Anführer to remain in power despite Gründer's power to choose a new Anführer.

The Volksforum is also responsible for dealing with fraud within the government and can establish ethics committees to research into a matter, and ultimately send the matter to the High Court of Hoffnung.

Judiciary

The highest form of judicial power within the Commonhold is the High Court of Hoffnung, located within the central governmental complex. As the highest court, most cases are of "State law". No other judicial court has more power than that of the High Court of Hoffnung, although the Anführer of Helreich does possess the power to interject in certain cases. The next highest court tier is that of the Länder, each one having a series of separate courts for provincial affairs. Local crimes and matters are tried by the nearest urbanate or agrinate court, but can also moved to other urbanate courts within the Länder. Courts within Helreich have both a Jury and a Judicial Council. The Jury consists of average citizens that are rotated through, and the Judicial Council is composed of the same amount of members as the jury, but are there to interpret the rights of the citizen, partial-citizen, or non-citizen along with determine the effects of the crime and punishment of the prosecuted, although the Jury is the group with the final say of if the person is guilty or innocent. Judges of Helreich are chosen based off of their special schooling within the Häverist Academia, and are allocated throughout Helreich for their duties as Judge.

Law and legal system

The highest form of law within the Häverist Commonhold of Helland are the "Articles of the Häverist Commonhold of Helland", which is interpreted by the High Court of Hoffnung. The Articles of the Häverist Commonhold of Helland are based off of the main ideology of Helreich, Häverism. As a Häverist State, the law is slanted for Citizens and is for the greater good of society. Citizens are granted all rights under the Articles of the Häverist Commonhold of Helland, and are innocent until proven guilty and have the right to a public trial by jury and Judiciary council. Partial-citizens are granted the same rights, although depending on the case and reasons, are only held to an extent. Orkanan law still maintains roots within Helreich, although over time it has morphed to Stellist-Orkanist law.

  • State law refers to all matters about basic citizens' rights and liberties, the extent of State influence across the Commonhold, sovereignty of colonies, international treaties and regulations concerning executive duties and business.
  • Häverist law covers mostly industrial, labor, domestic matters along with international commerce, intellectual propriety rights and tort law.

Penal law is determined by the Judicial Council that is present at the case, although it may be reviewed by higher courts. The punishments are determined by the destructiveness of the crime to society and the community, and the severity of the punishment varies based on the effect the crime along with following the guidelines given within the Articles of the Häverist Commonhold of Helland. The punishments of Helreich, opposed to other systems, Häverist law shows maximizes the effects of the crime. The guilty are often sentenced to hard labor for a determined period of time to negate their effects on society along with benefit society with their work. Because monetary fines do not exist within the Commonhold, petty crimes such as vandalism and theft are punished through the limiting of credit that the individual gets within a certain period of time. More than one petty crime within a period of time can result in forced labor within their respective urbanate or agrinate doing the unwanted jbs of their community. With severe crimes such as treason or mass murder, capital punishment is sentenced due to the criminals negative effects on society.

Having undergone a social revolution or more commonly referred to as a "social evolution", Hellish society is based off of the new idea of a New Class. A class where every citizen contributes to the social and economic mechanism. As a result, high standards of living and free education is granted to all citizens. Although throughout schooling, children learn what is needed to become a citizen along with focus on a specific study and placed within a 'caste'. Being placed within in a certain caste, citizens are taught all that is needed to pursue work and life within that area of expertise. Every citizen within any of the castes are guaranteed certain basic rights for their work. They are guaranteed proper living quarters (Based on needs of individual and how many are living with that individual), a job within the distribution apparatus (the economy of the Helreich) respective to their caste and talents, civil rights and justice when needed.

Out of the New Class, some are chosen based on student observation and academic aptitude. Those chosen, which are mostly children are admitted into the Häverist Academia, leadership schools located throughout Helreich. Those chosen for the Häverist Academia continue to take on important duties throughout Helreich, such as engineers, architects, planners, staticians, urban planners, military planners and commanders, ship captains, and diplomats.

Education

Education before the Decemberist Revolution was reserved to only those who could afford it and military officers. After the Decemberist Revolution, the Häverism reconstruction efforts included a complete reconstruction and restructuring of the education system to allow free education for all citizens of all ages. The Commonhold requires all citizens to continue their education, even after University. Post-University education comes from the community centers allowing all citizens access.

The Reichswehr is the armed forces responsible for the defense of Helreich and the Stolvic Häverist Commonwealth. The military of the Häverist Commonhold having its roots from the former Empire of Helland before the Decemberist Revolution and the Greater Stoldavic Empire that proceeded it. Considered as one of the most capable military forces on Gotha, the Reichswehr operates all across Gotha defending the interests of Stolvic Häverist Commonwealth.

The Reichswehr is made up of three "Zweige", or branches:

Reichsheer, (Army) - The ground forces of the Reichswehr responsible for the ground defence of the Commonwealth.

Reichsmarine, (Navy) - The naval force of the Commonwealth. Responsible for the defense of mainland Helreich and the Commonwealth members.

  • Freibeuterflotte, (Privateer Fleet) - Responsible for the interruption of enemy commerce.

Luftmarine, (Aerial Navy) - The aerial navy of Helreich.

Foreign relations

The Häverist Commonhold of Helland is recognized in international law as the successor state of the former Hellish Empire. The Commonhold has assumed all commitments of the Hellish Empire including its colonies in Altaia. The Commonhold is also a prominent member of the League of Solace.

Helreich, located on the southern tip of Stoldavia, is made up of six distinct, geographical regions. The Reik, the Rand, the Opalring, the Calcit Peninsula, the Goldes Halbinsel (Golden Peninsula), and the Österstrand.

The Reikland, a river valley that lies at the northernmost regions of Helreich along its northern border to all the way down to where the Reik meets Opal Gulf. Known for its particularly fertile soil, the Reik is the 'bread basket' of Helreich. The region is dominated by lush green fields and forests and countless rivers and creeks that drain into the Reik.

The Rand, a mountainous region that is at the southernmost point of the Blue Mountains. This rough and mountainous region is dominated by glacier valleys is covered in alpine forests.

The Opalring, the fertile lands that are along the coast around the Opal Gulf. The Opalring is the center and heart of Helreich and are among the most populous regions of Helreich.

The Calcit Peninsula, the western peninsula of Helreich. One of the most productive lands in Helreich, the Calcit Peninsula's landscapes is dominated by rolling hills, prairies, and coastline.

The Goldes Halbinsel or Golden Peninsula, the eastern peninsula of Helreich.

The Österstrand, the eastern coastland that lies in the north-easternmost regions of Helreich.

Climate

The climate is Helreich is mostly a temperate maritime climate along the coasts of the Stuvart and Tannen peninsulas giving Helreich cool summers and relatively warm winters. In the north along the Isar basin, the overall temperatures drop, either from the mountains or the elevation. There is a band of land along the southern coast of the Tannen peninsula that experiences a drier, hotter over all climate, very much like other portions of eastern Anaria.

The economy of the Stolvic Häverist Commonwealth is a heavily-regulated, supply and demand, energy-based economy.

History

The history of the new Häverist economic system starts roughly 100 years ago in 7473rh and has evolved significantly since its inception. At its foundation, the economic model of Bernhard Eberhart dominated and was an energy-based command economy where the mind-set of the economists and technocrats was that careful calculations of a specialized and well educated distribution apparatus would run the economy better than the "uneducated" and uncoordinated masses. Athough this proved an effective way to establish Gotha's first energy-based economy, the command economy proved to be too complicated and burdensome for a bureaucratic think-tank to manage and consequently lead to shortages and surpluses in different markets. By the opening years of the Pan-Anarian War, the shortages and surpluses reached a new height and sparked the Theissian Reformations. The Theissian Reformations were started by Anführer Hans Theiss after the disastrous economic policies of the preceding Anführer Herald Müller. The reformations consisted of decreasing the power and control of the distribution apparatus and shifting the economy to a more supply and demand controlled economy.

Society in Helreich is a society based on energy, not money. "A Helreich which would match available resources to society’s needs, with a minimum expenditure of energy for maximum social gain for all citizens. An Apparatus for the people" Peter Häver described the system in the "Häverist Manifesto" in 7506RH.

The economy of Helreich is centered around the use of energy as a medium for the economy and distribution, rather than the use of the inefficient monetary system followed by most of Anaria.

The center of the Commonhold's economy is the nation's distribution body and regulator, the Distribution Apparatus. Its responsibilities include regulating and monitoring resource and energy use, and auditing of business's energy use and transparency.

Agriculture

Industry

Industry in Helreich is by far one of the most advanced industries in Gotha, supported by the Distribution Apparatus and Helreich's geography. Industry is seen as a method in which the Dölmer civilization can rise and advance to eventually achieve the goal of the Stellist-Orkanan faith. Because of this underlying idea of salvation through technological advancement, Hellish industries reflect this. The ideals of Häverism also drive the industries of Helreich with industry's main focus not being on profit or loss in profits, and because of this, industry is there for the betterment of Häverist citizens' lives along with achieve maximum efficiency, minimizing energy waste and material waste. Industry within Helreich is geared towards the maximizing of efficiency from energy to product, therefore producing the most product with the least amount of energy.

Industry within the Commonholds of the Stolvic Häverist Commonwealth is also vastly different than those of other industrial nations, focusing on Cradle-to-Cradle design and use for the majority of its products, a radical change from that of other industrial nations of Gotha.

Since the foundation of the Häverist State, the government worked with think-tanks of scientists, engineers, and industrialists to create standards for production that allows for more efficient use of raw materials and energy in making products. Strict regulation set up by the State and implemented by the Distribution Apparatus has evolved since its initial conception by Peter Häver in his Häverist Manifesto, and currently allows for the majority of consumer goods within the Stolvic Häverist Commonwealth to be created for Cradle-to-Cradle use. Based on the theory that there are two major metabolisms in human society, biological and technological metabolisms, Cradle-to-Cradle products are designed with the afterward use of the product in mind. A product is made up of biological-based materials and technological/synthetic materials that can be separated for reuse or recycling. The biological-based materials are designed for biological decomposition, in which recycle the biological materials such as phosphorus back into the environment, where biological processes break down the materials for plant growth. This plant then is likely used for food production or production of more biological-based products, creating a biological closed-loop. In the case of the technological/synthetic materials, plastics and metals are made with the eventual reuse in mind. Products that are made of these can taken apart to a point where high-grade steel can be separated from other lesser quality steels or alloys. From this point, the metals or plastics can be reheated and either recycled or upcycled.

The harsh years of war from the Tandem Wars inspired Peter Häver to invision the Cradle-to-Cradle production where many large amounts of materials were needed to maintain the war effort against Amberia. Severe material shortages of the Pan-Anarian War created the need for the implementation of such design principles. Since the ending of the Pan-Anarian War, the understanding of the processes needed for Cradle-to-Cradle products has only increased with government support in funding and in putting into place new standards of production. And as a side effect of the standards put in place by the State, nations within the Stolvic Häverist Commonwealth produces nearly all of its need in consumer products.

Although industry is found within every urbanate, city, and on the smaller scale within agrinates, the largest concentration of industry can be seen in the Opalring surrounding the Opal Gulf at the center of Helreich and the Calcit Peninsula in the west.

Fishing

Due to Helreich's extensive coastlines and location on the edge of the Stoldavic Ocean, fishing has been a successful sector of the Hellish economy, supplying the population with sufficient amounts of fish needed for the average Helreicher's diet. Almost all coastal villages, agrinates, and urbanates harbor the vast fishing fleet of Helreich. All managed by the Distribution Apparatus, the fishing sector is a blossoming sector of the economy that is necessary to supply enough food for Citizens. All fishing vessels are owned by the population of the village/agrinate/urbanate and are manned and managed by the population center's chosen fishermen. Helreich heavily utilizes steam-powered vessels, providing powerful, quick, and efficient fishing vessels that are best able to efficiently capture sufficient amounts of fish. Although the use of sail-powered fishing vessels is common in the smaller villages of Helreich, Helreich boasts one of the largest steam-powered fishing fleets of Anaria with the majority of Helreich's fishing vessels being Distribution Apparatus provided modern, steam-powered vessels.

In recent years, there has been a concern of overfishing and the depletion of fish stocks off of the coast of eastern Stoldavia. Although there hasn't been any laws made by the Gründer, there has been talks and forum discussions over the issue: It is expected that laws will be passed by the Gründer and in other Stoldavian nations over the issue of overfishing.

Whaling

In the traditional sense, whaling has always been considered a small industry providing whale oil and blubber to light lamps before the discovery of electricity and in use of many other small uses. Because of Helreich's location on the Stolvic Ocean, large whaling ships could be found in major harbors throughout Helreich. Although in the past decade, whaling has grown rapidly into another industry, the industry of energy. With the shortages of fossil fuels in Anaria and Gotha, the discovery of Schwarm Whales and methods to domesticate them by Gregor Schorick, the whaling industry of Helreich and in Anaria has boomed in the last decade. The Schwarm whale has offered a source of power through the burning of processed whale oil made from the whale blubber. Through the extensive utilization of 'plantations' and farms of Schwarm whales, whale oil has become a major source of fuel for public automobiles and buses, along with farming equipment. Whale plantations and farms can be found all along the coasts of Helreich and has become a very desired job that is needed by the Distribution Apparatus.

Trade

International trade is a prospect that puzzles many due to the very nature of the economic style of the Commonwealth. Operating on an Energy-based economy that functions around the complex distribution apparatus, money does not exist in the classical way of thinking.

When It comes to trade with other nations, Helreich developed a system that allows the energy accounting system of Häverism to interact with monetary systems of other nations. To interact within a certain designated economic zone, the Commonwealth does maintain a good deal of ‘wealth’ in terms of monetary wealth be it in gold or in other resources to deal with other nations. This wealth is that of the Commonwealth or Commonhold as a whole. Although those assets mean nothing within the Commonholds of the Commonwealth, those assets mean something within specially designated economic zones. In these zones, those assets have value in trade with other nations and allows for trade. Even though the assets are in the hands of the Intereconomic Distribution Apparatus, a citizen exchange their goods within the economic zone and receive monetary value back, or vice verse. All monetary wealth gained or used in the exchange from the Häverist side ends up back into the Intereconomic Distribution Apparatus, but is compensated to the person who just traded, allowing them a boost in energy credits due to the gain in ‘energy’ within the system.

Within the Commonhold and the Stolvic Häverist Commonwealth in its international trade sector is a large sector in which the government largely invests in other nations. This sector since the end of the Häverist-Wolgos War, has been growing rapidly. The investments have usually been in the energy, shipping, and financial institutions of Anaria.

Energy

Helreich stands out from other Anarian nations because of its ideologies that the Commonhold is founded upon. Häverism is founded in the pursuit of a society that is sustainable in the long-term while providing high living standards for all of its citizens. To achieve this goal, Helreich has an established system based on the idea of Energy Centralization, and Energy Accounting.

The Commonhold has in its past relied heavily on coal, both imported and domestic. After the long and devastating Pan-Anarian War, shortages in fossil fuels in Anaria sparked a movement within the Häverist society and government to explore other possible ways of harnessing and efficient ways of utilizing energy, including power sources such as wind power, geothermal power, and hydroelectric power. Such endeavors have been named "essential for the long-term sustainability of Helreich as a people", and as a result the Commonhold has seen rapid expansion of alternate energy sources.

Helreich is known world-wide as the leading nation in innovating, constructing, and implementing new technologies efficiently along with exploring the sciences of the known world. In a society that is deeply rooted with Stellism and with the ideology of Häverism, mathematics, science, architecture, and engineering has always been the pride of the Dölmer citizens of Helreich.

The Hellish people are often construed as techno-religious by outsiders because of their bizarre drive and interest into the sciences and their extensive use of technology in their everyday lives, the Hellish people grow up in the Häverist Academia and in a society that puts great pressure in the advancement of their civilization.. Hellish society, with a large Stellist population has been a society obsessed with the advancement of human (and in more accurately Dölmer) civilization and doing so in the studying of the laws that make up the world and using them to further develop and advance to achieve humanity's Destiny, to reach the stars and to join the ranks of the Raßerne. With the ideas of Häverism, the dominating ideology that runs Helreich, the quote of Peter Häver in a speech he gave during a rally, "Without the drive, initiative, and inspiration to advance technologically, a society will ultimately fall behind in the world and fail" best describes the mindset of Helreich.

With Helreich's dominant religion being Stellist-Orkanan, a large portion of scientific discoveries regarding the stars, planets, and the heavens have originated from the Hellish world, such as the Universal Law of Gravity, the idea that Gotha orbited the Sun opposed to the opposite.

Transport

Society of the Häverist Commonhold revolves around the local community and efficient transportation for people, goods, and equipment to and from the Distribution Apparatus and cities. The most common method of travel within communities has been the bicycle and community trolleys, depending on the size of the community. Transportation between communities has been mostly through the use of locomotives using the nation's extensive railways system, through the use of the nation's National Hydrology Network that connects an extensive series of canals, bodies of water, locks, hydroelectric power plants, and rivers all across the nation. Construction of the National Hydrology Network has been a long term project started by the government at the start of the Commonhold. The use of inter-community roads is light at best and are generally used by community militia and Hellish military forces.

In recent years, Helreich has seen the rise of machinery such as tractors to help further increase field yields and public automobiles. Since the invention of the compression-ignition engine by inventor Erich Werner, the use of machinery has made agriculture in Helreich prosper. Though due to the lack of fossil fuels to power the engines, communities have turned to the local creation of specific vegetable oil, termed "Biowerner fuel". The quantity of Biowerner fuel produced makes large-scale use of it improbable and unlikely with modern technologies.

Culture

Hellish culture began long before the establishment of the modern state of Helreich and spanned the Stoldish-speaking world. Historically, the culture of Helreich has been shaped by the culture of the two Stoldavic Empires and its dominant religion, Orkanan, along with influences from central Anaria. Located on the southern end of the Stoldavian island, Helland has always been the meeting point of central Anarian culture and that of Stoldavia, often called “Stoldavia’s Southern Door” by historians. As a result, culture in Helreich has been a location of cultural clashes and a breeding ground for new ideas, both revolutionary and radical, such as Häverism, Stellist-Orkanan. The Culture of the Stolvic Häverist Commonwealth is similar in structure, but each Commonhold has unique aspects within their cultures.

Since the Pan-Anarian War, Helreich and the rest of the Stolvic Häverist Commonwealth has seen a shift in society and the way that most people live. The changes are all started by the energy and resource scarcity seen during the Pan-Anarian War. Changes seen include two primary movements, one towards the urbanization, and independent living.
