Organised crime in Anisora (Anisoran: criminalità organizzata in Anisora; Pastanan: maleficium ordinans in Anisora), also referred to as the Fratellanza ('Brotherhood'), is a collective of various criminal organisations and syndicates operating in and out of the Anisoran Empire.

Many criminal organisations, fratellanze, can trace their roots back decades and even centuries. However, the majority of the fratellanze trace themselves back to the latter half of the Pan-Anarian War as well as the period of economic collapse after the War ended in 7552. Taking advantage of the thriving black market during and after the War, many fratellanze became extremely powerful in various cities and regions of Anisora, with considerable criminal business enterprises operating across the Empire and beyond. While the heyday of the fratellanze during the 7540s and 7550s has ended, with many groups shut down by Anisoran police since then, many groups still retain considerable power in Anisora's major cities. The majority of organised crime today is concentrated in and around the cities of Pena, Arrento, Tenavelan, Pandagna, and Pilano.

Structure

Criminal organisations in Anisora are primarily organised around Orkanan stims, or extended family groups. Following the conventional bottom-up organisation of Orkanan society, many fratellanze operate using a hierarchy whereby small time criminals seek patronage from junior members of the stim, who in turn seek patronage and protection from senior members of the stim. Most Orkanan fratellanze are headed by the leader of the stim, although this is not always the case. Most groups use an election system to elect their leaders, although power struggles within fratellanze are common and frequently render elections moot.

However, not all criminal organisations in Anisora use this Orkanan set up. In Tenalevan, for example, the fratellanze are mostly Izhaic Lusavans. These Izhaic groups' hierarchies and modes of operation are largely concentrated around a single figure who dominates the organisation. Many of the Lusavanic fratellanze have close connections to Lusavanic nationalist movements and anti-Anisoran terrorist groups.

Orkanan structure

  • Direttore (f. Direttrice), the 'Director', also sometimes called the 'Big Brother' (Grande Fratello), is the leader of a fratellanza. He, or sometimes she, is traditionally elected by the 'Consiglieri' (counsellors) and controls the activities of the crime stim.
  • Confidente, a 'Confidant' is the Director's enforcer who wields considerable power and influence over the fratellanza. Normally numbering two or three of the Director's most trusted lieutenants, a confidant ensures members of the stim and those under their patronage remain loyal.
  • Consigliere, a 'Counsellor' is a member of the fratellanza inner-circle. Normally made up of close members of the core crime stim, counsellors form the Consiglio di Casa ('Stim Council') which decides on matters concerning the stim and their business. The counsellors traditionally elect the Director when he or she dies or steps down and are responsible for directing and collecting tribute from the fratellini, 'little brothers', under their patronage.
  • Fratellino (f. Fratellina), a 'Little Brother' is a junior member of the crime stim and the lowest ranked member of a fratellanza, performing numerous tasks from running errands and acting as look outs to recruiting members to the 'Outer Stim'. They answer to a specific member of the Stim Council, and operate under their direction and pay tribute to them. Despite the name 'brother', women are sometimes made into 'little brothers', using the feminine form of fratellino rather than sorellina, 'little sister'. Some fratellanze do use this latter term, although most do not.

Numerous other ranks and titles are used by various fratellanze, with many using a specific hierarchy for members of the 'Outer Stim' (Casa Esterna), which includes not only junior members of the extended stim but also non-affiliated persons that work for the fratellanza, often recruited by fratellini.

Izhaic structure

  • Ter (Lusavanic: տեր), the 'Owner', also sometimes called the 'Big Brother' as in the Orkanan fashion, controls everything. The term 'Ter', literally 'owner', connotes the leader's possession of everything the fratellanza owns and the money it makes. He, or very rarely she, distributes all incomes down the hierarchy and collects all tribute to him or herself.
  • lrtes (լրտես), a 'Spy' is one of the Ter's closest lieutenants who ensures total loyalty and obedience. They normally number two people, often the Ter's brothers, but not always.
  • Hašvapah (հաշվապահ), the 'Bookkeeper' is the fratellanza's accountant who ensures all money and tribute goes through his or her books to the Ter and is then redistributed back down the chain of command. The Bookkeeper is an extremely powerful member of the fratellanza and is hand picked by the Ter from amongst his most loyal retinue. They also frequently perform functions such as bribing police and local political figures and are often the public face of the fratellanza.
  • General (գեներալ), a 'General' controls a specific arm of the fratellanza's activities or controls a certain district under the group's control. They pay tribute directly to the Ter and are given authority from him/her to collect revenue and direct specific criminal activities.
  • Spa (սպա), an 'Officer' is in charge of a small group of 'friends'. He or she gives out jobs to 'friends', collects tribute from them, and passes it up to their commanding General.
  • Ynker (ընկեր), a 'Friend' is the lowest ranked member of an Izhaic fratellanza. They are the most numerous and make up the rank and file of the organisation, performing the everyday criminal activity of the group and provide tribute to their respective Officer.

Notable Fratellanze

Fratelli di Herberto

The 'Brothers of Harbard', named after the Exemplar Harbard district of eastern Pena, is one of the most well known fratellanze operating in Anisora and also one of the largest. The group is centred around the Dorveno stim and is currently led by Frederico Dorveno, renowned for his ruthlessness and the reign of terror his sisters Ermina and Antonia oversee as his enforcers and confidants.

Exercising control over much of the industrial docklands of eastern Pena, the group controls much of the black market imports into the Anisoran capital. They maintain a syndicate branch in the port of Redagno on the Bay of Prieste to exercise further control over the shipping coming into the city. They also have criminal contacts in Arsas smuggling opium into the city, although the recent signing of the Anisoro-Arsasan Treaty in 7580 means their control over the opium trade in the city is under threat.

Since the 7560s the Brothers of Harbard have been in a perpetual state of vendetta against the Fratelli della Misericordia, with only brief respites and truces. They are currently at war with both the Fratelli della Misericordia and their allies the Rose Nere for control over underground gambling territory.

Fratelli della Misericordia

The 'Brothers of Mercy', a play on the Orkanan group of exemplars the Sisters of Mercy, is a powerful fratellanza operating primarily in Pena and Arrento. Ironically named, the Brothers of Mercy have a reputation as one of the most ruthless and savage of the fratellanze operating today. The group is centred around the feared Lamona-Erza stim and is headed by Luisa Lamona-Erza. Elected Direttrice in 7570 after the death of her uncle Giuliano Lamona-Erza, she has created a reputation as one of the most ruthless criminals in Anisora, serving six years in prison for aggravated assault between 7574 and 7580. During her incarceration she continued to run the fratellanza from her cell via conduit guards on her payroll.

The group dates back to the 7540s and was at the height of its power during the 7550s after the Pan-Anarian War, when the group under the leadership of Mario Lamona-Erza managed to secure a large and hugely loyal group of criminals who he saved from the depths of poverty in Post-War Pena. The fortunes of the fratellanza diminished in the 7560s after a protracted gang war with the Fratelli di Herberto. The war has created a cycle of reciprocal violence with the declaration of a vendetta in 7565 resulting in the assassination of a number of the inner-stim membership. A truce was called in 7569 but has since been broken by Luisa Lamona-Erza, who restarted the vendetta in 7574 by personally attacking a son of Frederico Dorveno - for which she went to jail. The group remains at war with the Fratelli di Herberto and have been in alliance with the Black Roses since 7577.

The group maintains a tradition of keeping the Stim Council limited to six members, excluding the Director, who each take a mascilanised form of the names of the Orkanan Sisters of Mercy as a codename: Alicio, Emerentio, Vallentino, Mario, Lucretio, or Susanno.

Banda della Doransina

The 'Gang of the Doransina' is a major fratellanza that dominates much of the underground and criminal activity in the city of Arrento. Named after the Doransina district of northern Arrento, the syndicate is known for its signature red silk scarves and use of Cantoirian Vendetta knives, even though a formal vendetta has not been declared. The gang is led by Benedetto da Roraveni, head of the Roraveni stim, and was elected Direttore in 7580. The group are especially known for their use of barricades and closing down parts of the city they control.
