The Senedd is the democratically elected parliament of Penryn. It was founded in 7432 following the First Civil War. The Senedd was abolished in 7525 and reinstated in 7544 following the Second Civil War. The leader of the ruling party in the Senedd is the Uwcheinidog (senior minister) and leads the government.

From 7477 to 7510, the Senedd consisted of 262 members, two elected from each Hundred. Before that the hundreds elected one member each, with two more members elected from each of the 8 Shire.

Since 7545, the Senedd has consisted of 275 elected representatives, each from a different electoral division in Penryn. The political makeup of the current Senedd is 142 United Häverist Party, 115 Orkanan Harmony Party, 9 Liberal Workers' Party, 7 Traditional Party and 2 independents.
